La política social en transición: los funcionarios y las iniciativas del ministerio de Salud y Acción Social (1983-1986)

Abstract

Este artículo estudia las trayectorias de los principales funcionarios/as del ministerio de Salud y Acción Social durante el gobierno de Raúl Alfonsín y algunas de las políticas más significativas de su agenda en el periodo 1983-1986. En este sentido, por un lado, da cuenta de las innovaciones institucionales: qué dependencias se crearon y con qué objetivos. Por otro lado, analiza el perfil y las trayectorias políticas y sociales de los funcionarios/as que renovaron el plantel ministerial. También se reconstruyen las principales iniciativas y políticas de este primer período de gobierno como el Programa Alimentario Nacional y el intento de reforma del sistema de obras sociales. El trabajo busca analizar las continuidades y rupturas en el área de las políticas sociales respecto a los años anteriores, de los conflictos entre los actores ministeriales y de la compleja negociación con actores sociales y/o corporativos a la hora de implementar el proyecto de intervención social del gobierno de Alfonsín.

This article studies the trajectories of the main officials of the ministry of Health and Social Action during the government of Raúl Alfonsín and some of the most significant policies of its agenda in the period 1983-1986. On the one hand, it describes the institutional innovations: which departments were created and with what objectives. On the other hand, it analyses the profile and political and social trajectories of the officials who renewed the ministerial staff. It also reconstructs the main initiatives and policies of this first period of government, such as the National Food Programme and the attempt to reform the social welfare system. The work seeks to analyse the continuities and ruptures in the area of social policies with respect to previous years, the conflicts between ministerial actors and the complex negotiation with social and/or corporate actors when implementing the Alfonsín government's social intervention project.
