Incidencia del gasto público argentino en educación: antes y despues de la Ley Federal de Educación

Abstract

Entre los objetivos de la Ley Federal de Educación existió el de lograr una mejor distribución del Gasto Público en Educación. Este trabajo compara el comportamiento del Gasto Público en Educación entre los años 1996, el inicio de las reformas educativas, y 2006, diez años después de la implementación de la ley. Utilizando la técnica de incidencia de beneficios se obtiene evidencia de que el gasto público en educación mejoró, incluso considerando las experiencias regionales. Aun así el análisis es parcial pues no se hace un análisis de la incidencia del efecto del financiamiento de la Educación Pública, entre otros factores.

Among the objectives of the Federal Law of Education there was to achieve a better Public Education Expenditure distribution. This paper compares the behavior of the Public Education Expenditure between the years 1996, the beginning of the educational reforms, and 2006, ten years after the Law implementation. Using the benefit incidence technique there is evidence that the Public Education Expenditure improved, still considering the regional experiences. But the analysis it’s partial, there isn't an analysis of the financing of the Public Education, among other factors.
