La actividad de la OIM y el ACNUR: el caso de la niñez migrante no acompañada en el corredor Centroamérica - Estados Unidos

Abstract

El presente trabajo se propone examinar la situación de los niños, niñas y adolescentes no acompañados que abandonan Centroamérica para migrar hacia Estados Unidos. Para ello, se aborda la problemática, los derechos humanos en juego y las principales causas. Luego se introducirán los mandatos de las organizaciones internacionales especializadas en materia migratoria ‒ OIM y ACNUR ‒ y se comentarán sucintamente algunas de las acciones desarrolladas por estas en relación con los migrantes, durante los últimos años. Al ser evidente que las respectivas agendas de estos sujetos presentan puntos de encuentro, es oportuno ofrecer una mirada crítica respecto del modo en que sus acciones han confluido para el cumplimiento de sus respectivos objetivos. Tal mirada tiene como fin de examinar las posibilidades de un abordaje conjunto sobre la cuestión, a la luz de la reciente incorporación de la OIM a la estructura de las Naciones Unidas y de la actual crisis de gobernanza de las migraciones, que podrían demandar una coordinación activa a futuro.

The purpose of this paper is to analyze the context of unaccompanied children and teenagers who leave Central America to migrate towards the United States. To that end, the issue, the human rights at stake and the main reasons of the phenomenon are addressed. Later, the mandates of the international organizations specialized in migration –IOM and UNHCR– are presented, in order to briefly highlight some of their actions developed during the last years concerning the referred subjects. While it is evident that the organizations’ respective agendas have some points in common, it is necessary to provide a critical view regarding the way in which the actions of such organizations have converged towards the fulfillment of their respective goals. This view may be helpful in order to examine the possibilities of a joint approach towards the issue, especially if we take into account the recent incorporation of the IOM into the structure of the United Nations and the current migration governance crisis, all of which may demand active coordination efforts in the years to come.
