Análisis de Coyuntura del CeRPI; no. 60
Desde el inicio de la ofensiva contra la República Islámica de Irán el pasado 28 de febrero del corriente, el gobierno estadounidense no parece tener una estrategia clara para concluir el conflicto iniciado ni parece capaz de mantener lo prometido en su última edición de su National Security Strategy, donde se afirmaba lo siguiente Los días en los que Medio Oriente dominaba la política exterior estadounidense a largo y corto plazo han terminado afortunadamente. No porque Medio Oriente ya no sea importante, sino porque ya no es más ni una molestia constante ni la fuente de potenciales catástrofes inminentes que supo ser. Se está convirtiendo en un lugar de amistad e inversiones (White House, 2025).&#13;

Sin embargo, en lugar de centrarnos en el panorama internacional, nos interesa indagar cómo andan las cosas por casa. Las dinámicas políticas y socioeconómicas al interior de un país pueden decirnos bastante sobre cómo será el desempeño exterior, al menos en cuanto a la capacidad material disponible y la atención que un gobierno puede o está dispuesto a sostener una determinada política exterior. La política exterior, si la entendemos como una política pública, puede estar sometida al escrutinio de la población civil, especialmente en un contexto donde las consecuencias económicas de las aventuras estadounidenses en Medio Oriente se trasladen a los costos internos diarios del ciudadano promedio - combustible, alimentos, etc.- y en un contexto electoral como el cual debe enfrentar el propio Trump este año.

El presente trabajo final de graduación como Especialista en Estudios Chinos, se inscribe en el marco de los estudios de la cultura como motor del desarrollo sostenible. La Convención sobre la Protección y la Promoción de la Diversidad de las Expresiones Culturales (UNESCO, 2005) junto las Ciudades Creativas de la RED UNESCO creada en 2004, van a ser socios clave para la implementación de la Agenda 2030. En ese sentido cabe señalar que el gobierno chino ha dado suma importancia a las industrias culturales y creativas y están incluidas en la agenda estratégica del mismo desde el 10° Plan quinquenal al actual contando con varias ciudades en la Red. En cada capitulo de este TFI “a modo de zoom” se ha desarrollado de lo macro a lo micro esta trama compleja y concatenada que constituye en China la economia creativa, las industrias culturales y creativas, la red de ciudades creativas UNESCO y en particular una ciudad creativa UNESCO de diseño: Shanghai como caso de estudio.

China’s international image is not monolithic, it varies between developed and developing countries, which forms the background for China to build its national image. As a part of China’s international image, China’s image in Latin America has undergone a transformation from a "revolutionary ideological exporter” to a "cooperative partner”. Throughout this transformation, China has been seen as "the business partner of Latin America”, "the exemplar of an alternative development model”, and "the builder of a multipolar world order”.&#13;
From the perspective of Latin Americans, China represents both an "opportunity” and a "risk”. On one hand, "China’s rise raises anxieties in Latin America due to its impact on the environment, migration, and demand for natural resources”. On the other hand, "the sustainability of China’s development in Latin America and its modes of overseas expansion influence Latin America’s choices regarding development paths”. Additionally, "China’s presence in Latin America has prompted Latin Americans to reflect on their local governments and governance capabilities”. The misunderstandings arising from cross-cultural differences and imperfections in bilateral operations need to be resolved by strengthening China’s "soft power” construction within the framework of the "united front”.

Amidst the unprecedented changes unseen in a century, the Global South, as a force for change in the international system, is promoting the transformation of the international order towards a fair and reasonable direction through collective action and measures. This article utilizes the construction of a community of shared future between China and Latin America as the starting point and explores how the Global South countries can enhance their international voice by deepening South-South cooperation. The study points out that China's modernization has broken the path dependence of "modernization = Westernization" and provided an important example for the Global South countries to explore independent development paths. Guided by the Belt and Road Initiative, cultural exchanges and multilateral governance coordination, China-Latin America cooperation has formed an comprehensive cooperation pattern in the fields of economy, trade, science and technology, culture, etc., significantly enhancing the momentum of regional development. In order to further enhance the international influence of the Global South, this article proposes strengthening think tank dialogue to build an independent discourse system, deepening media cooperation to shape a common narrative, and consolidating the public opinion basis for cooperation through cultural exchanges. The research shows that the practice of the China-Latin America community of shared future not only provides a regional sample for the modernization of the Global South, but also adds up new impetus into the building of a community with a shared future for mankind by enhancing the dominant role of developing countries in global governance.

This article argues that inclusive development—understood as social, ecological, and relational inclusiveness—offers a post-Western paradigm for rethinking global order and cooperation between China and Latin America. It first problematizes the semantics of "development,” highlighting its Western biases and advocating a deconstructive lens that re-centers human development and ecosystem services beyond growth metrics. Against a backdrop of geopolitical transition and the erosion of a unitary "West,” the paper maps the emergence of South–South trajectories, with China framed as a "third way” that couples innovation with tradition and advances interdependent hegemony through platforms such as BRICS/BRICS+ and the AIIB. The concept of a Global Community with a Shared Future for Mankind is examined as China’s integrative contribution to global governance—linking political association, security, development, intercivilizational exchange, and environmental stewardship—and as a legal-political project aligned with the comprehensive rule of law and a domestic green principle embedded in the PRC Civil Code. Turning to Latin America, the analysis outlines convergences around green innovation and biodiversity protection, while noting policy gaps and opportunities for scalable social–technological solutions. The article advances a neo-humanist vision that moves beyond anthropocentrism (human as humus), arguing that rights of nature, blue-economy logics, and legal ecologicalism can underpin more equitable, resilient development pathways. It concludes that China–Latin America cooperation within this framework can help re-compose global power asymmetries and translate Agenda 2030 ambitions into actionable, people-centered, and eco-centric governance—despite intensifying great-power rivalry.

This article offers an analysis of the notion of common prosperity (共同富裕, gòngtóng fùyù) as a central axis of the development policy of the People’s Republic of China in the Xi Jinping era. Drawing on a combination of official sources, think tank reports, journalistic analyses, and academic literature, the text reconstructs the philosophical and historical roots of the concept, traces its evolution from Mao Zedong and Deng Xiaoping to its contemporary revitalization, and examines the associated public policies: poverty eradication, market regulation, real estate sector reform, the expansion of public services, and the inclusion of ecological transition as an inseparable component of prosperity.&#13;
The article also incorporates a specific section on the implications of common prosperity for China’s foreign pol- icy and for potential synergies with countries of the Global South under the idea of a "community with a shared future for mankind”. Ultimately, this chapter argues that common prosperity represents not only an economic strategy for national development but also a fundamental guide to the principles, values, and norms that shape the actions and decisions of the Communist Party of China—namely, an ethic.

This article reflects on the projection of intercultural policies for development 62, with particular emphasis on the promotion of twinning town relations as appropriate instruments of cooperation to strengthen human capital, foster sustainable development, and deepen the strategic partnership between the People’s Republic of China and the Argentine Republic. It examines the normative and doctrinal framework underpinning these policies and proposes a comparative analysis between Hangzhou’s Future Sci-Tech City (with its Dream Town) and the innovation ecosystem developed in Argentina by the Mar del Plata Information and Communication Technology Association (ATICMA). It also analyzes the various subnational twinning agreements concluded in recent years across Argentina’s main regions. Through this study, it is argued that the projection of intercultural policies aimed at sustainable development requires the articulation of legal norms, principles of international cooperation, sustainable urbanization plans, and concrete actions of technological and cultural exchange, in order to ensure a comprehensive strategic partnership of mutual benefit and intergenerational significance.

<dc:description>This article reflects on the projection of intercultural policies for development 62, with particular emphasis on the promotion of twinning town relations as appropriate instruments of cooperation to strengthen human capital, foster sustainable development, and deepen the strategic partnership between the People’s Republic of China and the Argentine Republic. It examines the normative and doctrinal framework underpinning these policies and proposes a comparative analysis between Hangzhou’s Future Sci-Tech City (with its Dream Town) and the innovation ecosystem developed in Argentina by the Mar del Plata Information and Communication Technology Association (ATICMA). It also analyzes the various subnational twinning agreements concluded in recent years across Argentina’s main regions. Through this study, it is argued that the projection of intercultural policies aimed at sustainable development requires the articulation of legal norms, principles of international cooperation, sustainable urbanization plans, and concrete actions of technological and cultural exchange, in order to ensure a comprehensive strategic partnership of mutual benefit and intergenerational significance.</dc:description>

China and Latin America have a long history of humanistic interactions, and their interactions in the field of movies have continued for more than half a century, but at present, Chinese movies in Latin America still remain outside the dubbing and subtitling translation system, with a small market share, low audience acquisition rates, and limited audience acceptance. Films are carriers of culture and bridges for mutual understanding between people. The current challenges in China-Latin American film interactions reflect pressing issues that need to be addressed in China-Latin American cultural relations. In the broader context of a community with a shared future for mankind, President Xi Jinping proposed 11 years ago to establish a community with a shared future between China and Latin America. Since then, China-Latin America relations have ushered in a new era characterized by equality, mutual benefit, innovation, openness, and people-centered development, offering ideological guidance and value orientation for bilateral cooperation in movie interactions.&#13;
Based on the value system of constructing a shared future for China and Latin America, the common experiences, positions, and dreams of their peoples have forged a community of shared emotions, thereby vigorously promoting film interactions and fostering mutual understanding, learning and flourishing between the two civilizations.

The People’s Republic of China is a key actor in the international system of the twenty-first century, especially with regard to environmental agendas, debates, and programs related to the energy transition. In this regard, China plays an indisputable role not only as a technological, political, and economic power, but also as a global emitter of GHGs—and particularly CO₂—and as a promoter of international governance. This proposal is built on initiatives, paradigms, and multilateral platforms designed to cooperate and coordinate actions aimed at confronting and resolving the environmental consequences of processes of growth and economic development, as well as to advance sustainable development and a peaceful, harmonious world. To this end, the chapter reviews China’s historical background on the environmental agenda, presents the main features of its energy matrix and emissions, analyzes the development–environment–energy triad characteristic of the country, and explores the main elements of China’s domestic and international environmental regime from Mao Zedong onward.

The purpose of this chapter is to develop the postulates of Tianxia as a philosophical and geopolitical platform in the current international scenario. In this regard, we aim to trace and identify these philo-geopolitical corre- lates in five (5) elements of the international stage, thus overcoming the abstract perspective that theories often assume. This is particularly relevant since Tianxia is not present in geopolitical agendas as a consolidated theory, nor is it widely disseminated—at least in the West.&#13;
Therefore, we will begin with some ideas from Zhao Tingyang (2021), as presented in his book Tianxia: A Philos- ophy for Global Governance. Building on this proposal, we will explore five (5) elements of the international scenario in which the Tianxia system may be at play. Among them, we will focus on: (1) globalization with Chinese characteristics, (2) infrastructure as a platform for development, (3) foreign policy, (4) global governance, and (5) geopolitics.&#13;
Nonetheless, we will first introduce the concept of Tianxia, and then proceed to address each of the aforemen- tioned elements individually, concluding with a comprehensive reading of the subject.

Latin America and New China intersect through cultural diplomacy, where José Venturelli, a Chilean artist and non-state actor, forged deep bonds of friendship. From the 1950s onwards, he promoted the Maoist model as a cultural ambassador, where his residence in China and his close contact with its highest authorities allowed him to publicise this political project, expressed in his radical commitment to humanity. His multifaceted personality and pictorial richness linked him to different countries, such as Argentina and Cuba, where his artistic expression left a deep mark. Thus, he managed to transcend the artistic barrier to become a non-state actor in international relations, aligning himself with countries marked by political marginalisation and extreme poverty.&#13;
We may ask ourselves how this Chilean artist was able to carve out a space for himself by crossing borders and presenting a new type of society and ideology.&#13;
With this background, the article seeks to explore his adherence to cultural diplomacy; his links with Argentina and Cuba; his role as a non-state actor; and his exile in Geneva, these being key milestones. The available sources, expressed in letters, catalogues, newspapers, and interviews, allow us to reconstruct his past and share the sig- nificance of his work.

In Part II – Global Governance, Law, and Inclusive Development – we explore the governance, legal, and developmental dimensions of China–Latin America cooperation, also taking into consideration geopolitical and strategic perspectives on the evolving multipolar order. In Part III – Culture, Identity, and Shared Representations – we focus on cultural exchanges and the soft power dimension.

Análisis de Coyuntura del CeRPI; no. 54
El 21 de abril de este año nos despertamos con la noticia de la muerte del Papa Francisco. Este acontecimiento posó los ojos del mundo nuevamente sobre Ciudad del Vaticano. Esas miradas se sostuvieron hasta que poco más de dos semanas después fuera elegido León XIV, el nuevo rector de la Iglesia Católica. Pero ¿Por qué los habitantes del mundo miran hacia Roma aún en el siglo XXI? En este escrito intentaremos realizar un recorrido que permita acercarnos a una posible respuesta a esta pregunta y a su vez, poder pensar cuáles han sido y serán los desafíos a los que se enfrenta el nuevo Padre de la Iglesia.&#13;
En primer lugar, debemos entender que aquí no hablaremos de un sistema de creencias en específico, sino que trataremos de entender cómo una de las tres religiones de libro 1, el cristianismo, es tomada como centro de la organización occidental, en tanto se pronuncia y es escuchada atentamente y de ella se prefiguran líderes mundiales.&#13;
En su recorrido histórico debemos saber que el cristianismo, a partir del 312 d.c., deja de ser perseguido en el Imperio Romano, a través del concilio de Nicea, y en 380 d.c. pasa a ser religión de Estado del Imperio a partir del Edicto de Tesalónica promulgado por Teodosio I.&#13;
A lo largo de su historia la Iglesia Católica Apostólica Romana ha tenido incidencia en la vida cotidiana y la regulación de esta en el mundo. Pero su expansión ha llegado a todos los confines de la tierra en tanto se ha asociado a los Estados que la han llevado como herramienta de colonización y dominio de los habitantes de esos territorios.

<dc:description>El 21 de abril de este año nos despertamos con la noticia de la muerte del Papa Francisco. Este acontecimiento posó los ojos del mundo nuevamente sobre Ciudad del Vaticano. Esas miradas se sostuvieron hasta que poco más de dos semanas después fuera elegido León XIV, el nuevo rector de la Iglesia Católica. Pero ¿Por qué los habitantes del mundo miran hacia Roma aún en el siglo XXI? En este escrito intentaremos realizar un recorrido que permita acercarnos a una posible respuesta a esta pregunta y a su vez, poder pensar cuáles han sido y serán los desafíos a los que se enfrenta el nuevo Padre de la Iglesia.&#13;
