<title>La rendición de cuentas del ordenador primario en las haciendas públicas</title>
<link>http://sedici.unlp.edu.ar:80/handle/10915/8874</link>
<description>Articulo
Económica; vol. 2, no. 5-6
The use made of the public Money must be strictly checked, the public finances being by their nature a subordinate administration. For the completion of the aim set by the giving in of accounts, all accountancy and even the concept and regulations of the finances have to be revised. The giving in of accounts has to embrace not only all the aspects, financial and patrimonial, of how the money has been used, but must show also the correlation between these two aspects. The laws and practice of this country consider the investment accounts as having a financial character. The checking must not be considered separately and independently of the accounting system; the problem has to be envisaged in its totality and among the control measures have to figure those referring to the giving in of accounts. In order that parliament could exercise his right of control, the House must count with the cooperation of a technical body, completely independent of the administrative power.

<title>Cooperativas de vivienda</title>
<link>http://sedici.unlp.edu.ar:80/handle/10915/8873</link>
<description>Articulo
Económica; vol. 2, no. 5-6
One of the most acute problems the world is facing now, is that of housing. To solve it, several solutions have been proposed, only three of which have been tried on a bigger scale: the direct intervention of the government, the private enterprise and the cooperative system. The first solution tried, has not been a success, as the unilateral intervention of the State could not solve the problem adequately; therefore an appeal was made to the private enterprise, to which some privileges were conceded; however, an other kind of enterprise should join its efforts to theirs, and this in our opinion would be the third solution of the problem, given by the cooperative system: the tenant cooperative and the credit cooperative. In the first system, the members would not be owners of the building but simple shareholders, with a right to a life a long location contract or to a renewable one. In the second case, the most interesting in our opinion, the cooperative would grant loans on mortgage, which could arrive to as much as 75-80% of the building's value, payable back in a determined number of years.

<title>"Liberalismo social", un modelo olvidado de la economía contemporánea</title>
<link>http://sedici.unlp.edu.ar:80/handle/10915/8872</link>
<description>Articulo
Económica; vol. 2, no. 5-6
Liberty being indivisible, there is no political without economic liberty. In spite of many deficiencies, the free economy is superior to the planned economy. The ideal from would be the social liberalism in which the evils of both the capitalist as well as the socialistic systems would be cured by fundamental reforms of the public and private markets and of the banking, monetary and financing systems. All these reforms are possible and necessary if we want to live in a really free, democratic and stable economy and society.

<title>El institucionalismo: Fundamentos, desarrollo y metodología</title>
<link>http://sedici.unlp.edu.ar:80/handle/10915/8871</link>
<description>Articulo
Económica; vol. 2, no. 5-6
The institutionalism is an orientation of American economics, which, abandoning the pure classical theory and the deductive methods, stays in opposition to the mathematical school of the marginal utility. Its adepts insist on an empirical, exact description of the social and economic institutions, which are regulating the individual behavior. The institutionalists try to explain even the formation of prices and values, by the through knowledge of institutional facts. Their interest is thereby directed mainly towards the conjuncture development, the economic constitution and the distribution of income. Economics is for them nothing more than an instrument to social welfare. The institutionalists could not as yet develop a central method in their analysis. They show a preference for either the descriptive, or the quantitative or the causal genetic analysis, as well as for the social-psychological methods, in order to get an idea of the group reactions, by observing the individual behavior. The institutional approach is a stimulus to an historical economic investigation and a contribution to the development of morphological economics and of a really suggestive theory.

<title>Introducción a la Hacienda</title>
<link>http://sedici.unlp.edu.ar:80/handle/10915/8870</link>
<description>Articulo
Económica; vol. 2, no. 5-6
It is a guide to the first part of his book on "Introduzione alla Finanza", in which the author infers that finances could not be understood without a through knowledge of Economics, this one determining the laws which govern finances. To arrive at this conclusion, he surveys all the ancient and modern theories of finances, which he refutes one by one, after demonstrating their incompatibility with the economic phenomena. He concludes that the science of finances consists in the application of economic theory to the financial facts and that it is itself a part of the economic theory.

<title>Socio-Lógica</title>
<link>http://sedici.unlp.edu.ar:80/handle/10915/8869</link>
<description>Articulo
Económica; vol. 2, no. 5-6
The word "socio-logic" has been intended to underline the existence of a logical nucleus in sociology, be it pure or applied, as well as in sociography. What distinguishes, from this point of view, the various sciences, is the type of logic used. Conceived as free from estimative judgments the sociology can chose the knowledge found in the social sciences, which is free from such judgment, but conceived as estimative science, she cannot adopt judgments encountered in the other fields of the social sciences, without thoroughly revising them. A sociologist must be at the same time "socio-logician" if he is to apply in the social field, the numerous independent and closed systems found impure sociology.
