An economic analysis of higher education financing policies

Articulo
Económica; vol. 51, no. 1-2
This paper develops a model in which it is possible to evaluate alternatives of higher education financing. The alternative systems under discussion are: total feeing, graduates' taxes and uniform taxes (this can be associated to the scheme presently used in the Argentina to finance the Universities). Assessment of the alternatives is performed over welfare, based on the indicators of poverty, equality, and the average levels of utility and wealth. Likewise, the functions of welfare presented by Bentham, Rawls, Atkinson, Sen and Kakwani are also considered. The most remarkable results are obtained through the simulation of an economy under two scenarios. In that way, the system of graduates' taxation is found to be better for welfare; whereas the system of uniform taxation only can be justified as it maximizes the number of students.

A toolbox for the numerical study of linear dynamic rational expectations models

Articulo
Económica; vol. 51, no. 1-2
Se resuelven y estudian detalladamente tres modelos clásicos en la literatura de Real-Business-Cycles, Brock and Mirman ("LDRE Toolbox" of Matlab functionsOptimal Growth and Uncertainty: the Discounted Case, <i>Journal of Economic Theory</i> 4(3): 479-513; 1972); King, Plosser, and Rebelo (Production, Growth and Business Cycles I: The Basic Neoclassical Model, <i>Journal of Monetary Economics</i> 21: 195-232; 1988); y Mendoza (Real Business Cycles in a Small Open Economy, <i>American Economic Review</i> 81(4): 797-818; 1991).; By simplifying the computational tasks and by providing step-by-step explanations of the procedures required to study a linear dynamic rational expectations (LDRE) model, this paper and the accompanying "LDRE Toolbox" of Matlab functions guide a researcher with almost no experience in computational work to resolve and study his own model. After coding the model following specific guidelines, a single function call is all that is needed to log-linearize the model; simulate it under exogenous sequences of shocks; compute sample and population moment conditional models in the Real-Business-Cycles literature are solved and studied throughout to give detailed examples of the steps involved in solving and studying LDRE models using the LDRE Toolbox. Namely, the economies in Brock and Mirman (Optimal Growth and Uncertainty: the Discounted Case, <i>Journal of Economic Theory</i> 4(3): 479-513; 1972); King, Plosser, and Rebelo (Production, Growth and Business Cycles I: The Basic Neoclassical Model, <i>Journal of Monetary Economics</i> 21: 195-232; 1988); and Mendoza (Real Business Cycles in a Small Open Economy, <i>American Economic Review</i> 81(4): 797-818; 1991).

Determinants in university desertion and graduation: an application using duration models

Articulo
Económica; vol. 51, no. 1-2
Non-parametric proportional hazard models are used to estimate the quantitative and qualitative effects of the students' personal and socioeconomic characteristics on the probability of their dropping out or graduating. Data include a cohort of students who started studying accounting at the National University of Rosario, Argentina, in 1991. The results are useful to evaluate and design public policies in the educational sector.

Income inequality in Latin America and the Caribbean: evidence from household surveys

Articulo
Económica; vol. 51, no. 1-2
This paper reports information on income inequality in Latin America and the Caribbean computed from a sample of more than 50 household surveys from 20 LAC countries from 1989 to 2001. Although the core of the statistics is on household income inequality, we also report results on aggregate welfare and polarization. Inequality has moderately increased in South America in the last decade. The two main exceptions are Argentina, with a very large inequality increase, and Brazil, where inequality actually decreased. Changes have been small in Central America and the Caribbean. Aggregate welfare has increased in most countries fueled by economic growth and despite unequalizing distributional changes.

Changes in the Panamanian wage structure: a quantile regression analysis

Articulo
Económica; vol. 51, no. 1-2
Encontramos que la estructura salarial permaneció relativamente estable en el período considerado.; The changes in the wage structure of a country are an important area of research. However, the empirical evidence about the evolution of wages in developing countries is still quite scant. In this paper we contribute to fill this gap by studying the evolution of the wage structure in Panama for the period 1982-1997. We model the (conditional) distribution of wages by means of the quantile regression technique and apply this model to study the male wage distribution and its evolution during the last two decades in Panama. Overall, we find that the wage structure remained fairly stable over the period studied.
