Disruption, communication and emancipation
Oficios Terrestres; no. 31
The article offers a methodological offer in which there is analyzed the popular speech defined as the “placed set of these multiple relations of senses that emerge in cultural and social practices, where they find biographies that they speak by means of lived expressions“. To the being the word the way of naming what we do and the form in which we know the world, the study of the speech is an exercise in yes same, beyond the conclusions, where one aspires to relieve a link between communication and emancipation, by means of the disrupción and the denaturalization as the first steps, to study the diverse scenes of the social practices.

A new theoretical and epistemological project for new political culture emancipatoria
Oficios Terrestres; no. 31
Likewise, tracks offer for a critical reading in the debate that installs the work on the meaning of the social emancipation in his political, theoretical and epistemological dimensions, and tracks are opened to approach the question for the need to reinvent the social sciences and to check his principal theories, which already are not adapt- ed to the territories of the South.

"In Chile can no longer measuring the state confrontation with the mainstream media"
Oficios Terrestres; no. 31
Digital Television Act, appears as the core of this interview, understood as a public policy –fundamental, but not sufficient– driven by the current democratic government of Michelle Bachelet, but also the role of the Chilean media during the Military Regime (1973-1990) and in the complex relation between the State and indigenous peoples.

Democratization, policies of access and daily life
Oficios Terrestres; no. 31
In this work we propose to think about experiences of the recognition of digital television and its content in popular urban contexts in Jujuy, taking into account continuities as much as discontinuities in this process. We explore the intersections that allow to understand part of the complex processes associated with social television applications and technologies. We propose to expose and analyse processes and symbolic and material forms of practices related to access and recognition of audio-visual contents linked to digital TV and the public policies that promote it. From the articulation of two strategies they present approximations to the experiences of hearings, to link them, in turn, with this number of this journal by means of a more wide discussion concerning the construction of the hegemony.

The value of the photography
Oficios Terrestres; no. 31
This essay discusses the value and the meanings conferred, in Western society, to photography. I examine the reading contract established through the structu- ring of perception and realistic understanding of the photographic object. It also addresses the underlying logic about photography, the representation of reality attached to it and the link that have been established between reality and copy. It also looks at the sentimental education that we get about the photo. The affection that people have given, socially and culturally, to the object-photographic highlights its value of use. In the Modernity, structuring of perception has begun to generate some visual literacy.

Latin America: forward the democratization of the speech
Oficios Terrestres; no. 31
After the approval, in october 2009 of the Audiovisual Communication Services Law in Argentina, there are a several challenges towards the strengthening of a project and a model of democratic communication for the country and the region. These challenges have a central concept that is understand the communication as a human right, not only as a freedom, promoting the access and the equal distribution of the information; but, at the same time, that of the construction of speeches in defense of the popular, national and solidary culture. In this sense is necessary to underpin the faith, the appreciation and the recognition of the own culture and the Latin-American essence.

New identities populares/New Latin-American forms of hegemony
Oficios Terrestres; no. 31
Especialmente, se reconocen ideas e identidades propias de la región, en particular en contraposición con las posiciones anglosajonas.; The present article analyzes from a historical and political look two Latin-American experiences of populism: from Álvaro García Linera’s perspectives, and his review of the indigenismo like ideology emancipatoria in Bolivia, and of Ernesto Laclau, who analyzes the kirchnerismo as expression of new popular identities in the Argentina. Hereby, it is sought to contribute to the vision of the intellectual ones on these movements that they present new in his ways of being constituted so much like in his relation by the democracy. Specially, are recognized ideas and own identities of the region, especially in contraposition with the Anglo-Saxon positions.

The article travels the manners of configuration of the Latin-American thought, since part of a complex I process of multiple experiences. This article proposes a reflection on some of the challenges of the political thought and the social critical sciences in Latin America.
First he identifies some polemics epistemológicas concerning the status of the knowledge in the social sciences and his relation with the political thing. I come second, it indicates the need to go beyond called to the critical thought to assume the challenges and the theoretical and methodological efforts that these challenges they imply, between, rethinking matters of social ontology, epistemología and social theory. Finally, it repairs in some of the efforts that, from the governments of the «draft to the left side» appear as new opened and controversial experiences in that governments, universities and communities enter to work common matters.

About the economía psicopolítica
Oficios Terrestres; no. 31
The malaise of today’s social theory, as well as the methodologies of change, is the result of a set of symptoms that stimulate an epistemic advance in the order of caesura. However, as this epistemic advance is builded on network and offered as the psychopolitical economy is the passage of the dualist tradition for the emergence of non-dualism, this passage is at the same time the breaking of the regularity (that overcomes the Hobbesian’s axiom), but also the advance of the great achievements made by the political economies and the cultural and sociocultural studies. Regarding the political economies, the psychopolitical economy helps to overcome the impasse generated by its focus on the redistribution policies, since there are no natural resources to universalize the goods and services perceived as «developed», and that such a pattern of production and consumption can not be naturalized as a «human condition»; and the regarding the cultural and socio-cultural studies, the psychopolitical economy helps them to overcome their focus on policies of identity.

Oficios Terrestres; no. 31
In this text one proposes a line of reflection and of discussion brings over of the force of certain premises allegedly typical of a «school» or of a «thought» Latin Americans in communication.
