dc.description.abstract This study examines the feasibility of an airport-to-airport mutual aid program across international borders throughout the Latin America and the Caribbean (LAC) region. The analysis describes two model U.S. mutual aid programs and focuses on identifying need, benefits, programmatic requirements, stakeholders, obstacles, and solutions. A “flight plan” provides guidelines for developing and implementing a cross-border airport-toairport mutual aid program. en
