dc.description.abstract Since Viner's (1950) time it is customary to measure the welfare effects of economic integration by using his concept of trade creation and trade diversion. This reflect the welfare of the world economy as a whole. It is therefore difficult to imagine that countries wishing to form a custom union should take such measurements into account. In fact a custom union will be formed not only to facilitate trade among its members, but also to exploit as much as possible its trade possibilities with the rest of the world. en
