Hacia un pensamiento estratégico regional

Abstract

Los autores presentan los avances en torno a la institucionalizacion de un sistema sudamericano en el ambito de la defensa. Observan que, si bien es posible encontrar elementos que permitan configurar un pensamiento estrategico regional, estiman que como primer paso es preciso identificar los problemas comunes y tener la voluntad de solucionarlos en conjunto. En tal sentido, el articulo analiza los avances que se han dado en el marco del Consejo de Defensa Suramericano (CDS) en la configuracion de un pensamiento estrategico propiamente regional, como un elemento clave para avanzar en la autonomia estrategica de America del Sur. Adicionalmente, se presentan algunos elementos que deberia contemplar dicho pensamiento estrategico en el contexto del complejo escenario internacional actual.

The authors make a review of the institutionalization process of the South American Defense System. They observe that, even though it is possible to identify elements to configure a regional strategic thought, they estimate that first, there is the need to identify common problems and the will to face them altogether. In that sense, the article analyzes the progress configuring a regional strategic thought within the South American Defense Council (CDS), as a key element towards achieving autonomy in South America. Along with the above, the article refers to some elements that such strategic thought should integrate considering the complexity of the international system.
