Paro Nacional: el memorial de agravios para el gobierno Duque

Abstract

Colombia completó dos meses en estado de Paro Nacional desde el primer llamado a la protesta, en abril 28/2021, para pedir el retiro de la Reforma Tributaria: Ley de Solidaridad Sostenible 2021. Las movilizaciones terminaron la última semana de junio, cuando el Comité Nacional del Paro informó sobre la suspensión de las congregaciones debido a un acuerdo parcial con el gobierno nacional. Para entender el porqué del descontento y de la continuidad de un paro que ha sentado un precedente en la historia actual de Colombia por su consistencia y poder de convocatoria, es menester dar una mirada al contexto en el que surgió esta respuesta por parte de la población. Es así como este escrito tiene como objetivo identificar las posibles causas del estallido social y su precarización gradual hasta el momento actual desde tres ejes claves: económico, político, y condiciones sociales, durante gobierno de Iván Duque.

Colombia completed two months in the state of National Strike since the first call to protest, on April 27-2021, to request the withdrawal of the Tax Reform: Sustainable Solidarity Law 2021. The mobilizations ended the last week of June when the National Committee del Paro reported on the suspension of the congregations due to a partial agreement with the national government. To understand the reason for the discontent and the continuity of a strike that has set a precedent in the current history of Colombia due to its consistency and convening power, it is necessary to take a look at the context in which this response emerged from the population. This is how this writing aims to identify the possible causes of the social outbreak and its gradual precariousness up to the present time from three key axes: economic, political, and social conditions, during the government of Iván Duque.
