Los sistemas informáticos de gestión administrativa en la provincia de Buenos Aires (2007-2022)

Abstract

En el presente trabajo describimos los sistemas informáticos de gestión administrativa que desde el año 2007 a 2022 se han implementado en la provincia de Buenos Aires a lo largo de distintas gestiones gubernamentales. La Provincia de Buenos Aires es la organización pública más compleja de Argentina por la cantidad de jurisdicciones, empleados y sistemas de control. Las tecnologías de gestión son centrales para la administración eficaz de los recursos necesarios para el funcionamiento de la organización, tecnologías que han evolucionado con las TICs. En materia de gestión de personal, de expedientes, presupuestarias y de compras, la Provincia ha implementado herramientas informáticas desde 2007 a la fecha. Se estudiará, a partir de la normativa y documentación oficial, estas herramientas, su origen y gestiones que la han implementado.

In the present work we describe the IT Government Administrative Management systems that from 2007 to 2022 have been implemented in the province of Buenos Aires throughout different governments. The Province of Buenos Aires is the most complex public organization in Argentina due to the number of jurisdictions, employees and control systems. Management technologies are central to the effective administration of the resources necessary for the organization to function, technologies that have evolved with ICTs. In terms of personnel management, files, budgets and purchases, the Province has implemented computer tools from 2007 to date. Based on the regulations and official documentation, these tools, their origin and the governments that have implemented them will be studied.
