The purpose of this study is to analyze and provide evidence on the distributional impact of public spending on education and culture in the Province of Buenos Aires in 2010, using the Urban Household Survey (EAHU) performed during the third quarter of that year, by the National Institute of Statistics and Censuses (INDEC) and published recently. The use of this survey is the most important contribution of this work, since it has the distinction of having information for over 2000 locations allowing people to have information at the level of the total urban population discriminated by province. Using the traditional methodology (impact-benefit analysis) to develop this type of analysis, the results are conclusive. At all levels of education provided, attendance at public institutions is the majority. This sector also, when compared to the private one, receives (in proportion) a greater percentage of the expenditure to their students, something that is crucial when final incidence is taking into account.
Education spending executed through the public sector is progressive and pro-poor for preschool, primary and secondary. For these same levels, but within the private sphere, the expenses are also considered progressive, although not pro-poor. The aggregate result of the provision of education in these three levels is clearly progressive and pro-poor. The higher non-university level shows some peculiarities: first, it has the lowest attendance (relative to the total) to public institutions. On the other hand, both the spending with destiny to public institutions as private ones is considered progressive.
