Starting from the recognition of the punitive emphasis that Uruguay has been assuming in juvenile criminal matters, in a context of growing criminalization and imprisonment of poverty and weakening of social protection, the article recovers some comprehensive lines that give rise to the growing punitivism and covers the normative regression, which has been occurring in juvenile criminal matters since 2011 in the country. At the same time, some signs of the systemic crisis that affects the executive segment of the juvenile penal system are recovered, which, beyond the hegemonic statement regarding the child and adolescent, "subject of law", does not seem to be able to overcome, according to its professional practices, the protective visions that dominated, from its origins, the public policies of attention to the minority in the country.
