La reunificación alemana como fruto de la coherencia en su política exterior

Abstract

El inicio y fin de la Guerra Fría coincidió con la división y reunificación de Alemania, respectivamente. La explicación que pueda dar cuenta de esta simetría no es inmediata. Alemania luego de su derrota total en la II Guerra Mundial quedó en ruinas tanto económica como moralmente. Además, como resultado del conflicto, tanto Estados Unidos como la Unión Soviética pasaron a liderar los dos bloques antagónicos Oeste-Este, dando de esta forma origen al orden bipolar posterior a 1945. En ese contexto limitativo, Alemania Occidental tuvo que llevar adelante su política exterior con un perfil por demás bajo, a la sombra estratégica de USA. Esto le permitió a la República Federal Alemana (RFA) hacer un ahorro o inversión de autonomía constante a lo largo de 45 años, concentrarse en unos pocos objetivos de su política exterior y consolidar a lo largo de todos esos años una imagen de confiabilidad más que necesaria, después de circunstancias tan atroces y de cara a desafíos futuros.

The beginning and end of the Cold War coincided with the division and reunification of Germany, respectively. The explanation of this symmetry does not appear to be immediate. Germany, after its defeat in the Second World War, remained economically and morally destroyed. Furthermore, after the conflict, the USA and the Soviet Union became the rulers of the two antagonistic West-East blocks. This was the beginning of the post-1945 bipolar order. In that restraining context, West Germany had to develop a lowprofile foreign policy under the USA s strategic shadow. This foreign policy forced the Federal Republic of Germany to save its home rule in foreign policy matters from 1945 onwards and to focus on only a limited number of objectives in its foreign policy. Thanks to these forced savings of autonomy and a kind of "imposed order", Germany achieved a reliable image over all those years. This was very important after the horrible circumstances which had taken place before 1945 and very useful as regards the subsequent challenges this nation would have to face.
