Problemas estructurales que dificultan la implementación de sistemas de gestión de destinos turísticos inteligentes en municipios argentinos

Abstract

Los procesos de implementación de sistemas de gestión de destinos turísticos inteligentes (DTI) se muestran como herramientas para la aplicación de políticas públicas que favorezcan el desarrollo local en los municipios de Argentina. El campo de la normalización técnica provee a las instituciones de una serie de criterios para la sistematización de los procesos de formulación, implementación y evaluación de políticas e iniciativas. La actividad turística forma parte del objeto y alcance de diferentes normas de aplicación voluntaria, elaboradas por organismos nacionales e internacionales. En función de la ausencia de normas y modelos de gestión en Argentina, resulta de especial importancia observar las herramientas disponibles en otros Estados y su potencial adaptación. Para ello, en este trabajo se ha tomado como referencia la norma española UNE 178.501. Se analiza su viabilidad y los problemas estructurales que podrían dificultar su implementación, toda vez que existe una considerable heterogeneidad y diversidad de los municipios, inherente al modelo federal del Estado, así como las especificidades propias del espacio turístico.

This article focuses on the implementation of the management systems of smart tourist destinations (DTI), as a tool to create public policies that benefit the local development of Argentine cities. In the field of technical standardization, institutions are provided with the criteria needed to systematize formulation, implementation and evaluation processes of policies and initiatives. Tourism is both the object and the reach of different voluntary standards designed by national and international organizations. In Argentina, management standards and models for the implementation of DTI management systems have not been elaborated yet, therefore it is especially important to analyze the tools that are available in other countries, that could be adapted to Argentina’s needs. The present paper has taken the Spanish norm UNE 178.501 as reference, analyzing the viability of its application by the local governments and identifying the structural problems that could hinder its implementation. This is why the heterogeneity and diversity of towns, which are inherent to the model of federal government, as well as the specific qualities of the tourist area have been considered in the analysis.
