La Nueva Ruta de la Seda en América Latina: ¿infraestructura articulada o poder infraestructural?

Abstract

El objetivo de este trabajo es analizar la situación actual de infraestructura en América Latina como espacio de oportunidades o limitaciones para articularse con el megaproyecto de la Nueva Ruta de la Seda China. Se busca indagar en un camino intermedio que puede ofrecer la región al circuito o corredores previstos por China y en qué medida se dará esa relación. Por ello, partimos del interrogante si en este contexto América Latina está en condiciones de realizar una inserción articulada (por etapas) o simplemente se dará un poder infraestructural que si bien logrará modificar la producción fragmentaria y diferencia del espacio producido por la globalización (hegemónica y selectiva), impondrá nuevas centralidades espaciales que afectará las desigualdades ya existentes en los territorios (Herrera Santana, 2019).

The objective of this work is to analyze the current infrastructure situation in Latin America as a space of opportunities or limitations to articulate with the megaproject of the New Chinese Silk Road. It seeks to investigate an intermediate path that the region can offer to the circuit or corridors planned by China and to what extent this relationship will occur. Therefore, we start from the question whether in this context Latin America is able to make an articulated insertion (in stages) or simply an infrastructural power will be given that although it will be able to modify the fragmentary production and difference of the space produced by globalization (hegemonic and selective), will impose new spatial centralities that will affect the existing inequalities in the territories (Herrera Santana, 2019).
