Bibliotecas de investigación y comunicación científica: oportunidades y riesgos de una misma política

Abstract

Las bibliotecas de investigación en la Argentina son aquellas que se encuadran dentro de organismos de ciencia y tecnología como son el Consejo Nacional de Investigaciones Científicas (CONICET), el Instituto Nacional de Investigaciones Agropecuarias (INTA), el Instituto Nacional de Tecnología Industrial (INTI), la Comisión de Investigaciones Científicas de la Provincia de Buenos Aires (CIC), y demás centros e institutos de gestión pública o mixta. Principalmente a partir del año 2013 con la sanción de la ley 26.899 (Sistema Nacional de Ciencia, Tecnología e Innovación. Repositorios digitales institucionales de acceso abierto), estas bibliotecas (entre otras, tales como las universitarias) han contribuido a la creación, desarrollo y sustentabilidad de repositorios (RI) que contienen distintos recursos generados en los institutos y centros a los que pertenecen. Esta política pública de comunicación científica, si bien propende a que la producción académica y científica financiada con fondos públicos se encuentre disponible en acceso abierto y gratuito en pos de incentivar la ciencia abierta, trae aparejada algunos dilemas respecto a las decisiones sobre los tipos de materiales que deben conformar los RI. Uno de los problemas más preocupantes es el de la inclusión de los denominados preprints, con los cuales se debaten los mecanismos de validación del conocimiento científico. En el presente trabajo se discutirán las aristas acerca de los mencionados dilemas, vislumbrado las problemáticas y discusiones que se suscitaron en los últimos tiempos con relación al campo biomédico, aunque, cabe aclarar, no es el único cuestionado y todos los demás, de acuerdo a su naturaleza y formas de producción, también presentan diferentes situaciones. Relacionado con ello, se concluye sobre el papel que han de desempeñar las bibliotecas de investigación en el complejo entramado descripto.

Research libraries in Argentina are those that are part of science and technology organizations such as the National Council for Scientific Research (CONICET), the National Institute of Agricultural Research (INTA), the National Institute of Industrial Technology (INTI), the Scientific Research Commission of the Province of Buenos Aires (CIC), and other centers and institutes of public or mixed management. Mainly from the year 2013 with the sanction of Law 26.899 (National System of Science, Technology and Innovation. Institutional digital repositories of open access), these libraries (among others, such as university libraries) have contributed to the creation, development and sustainability of repositories (RI) that contain different resources generated in the institutes and centers to which they belong. This public policy of scientific communication, although it tends to make academic and scientific production financed with public funds available in open access and free of charge in order to encourage open science, brings with it some dilemmas regarding decisions about the types of materials that should make up the IRs. One of the most worrying problems is the inclusion of so-called preprints, from which the mechanisms for validating scientific knowledge are discussed. In the present work the edges about the aforementioned dilemmas will be discussed, glimpsed the problems and discussions that have arisen in recent times in relation to the biomedical field, although, it should be clarified, it is not the only questioned and all the others, according to their nature and forms of production also present different situations. Related to this, it is concluded on the role that research libraries have to play in the complex framework described.
