Desarrollo local y competencia turística entre ciudades: teoría y aplicaciones

Abstract

El objetivo de este trabajo es presentar un enfoque del desarrollo local basado en la explotación de los recursos turísticos y la promoción de los destinos en base a los distintos tipos de turistas (turismo verde y turismo cultural). Los turistas se consideran tanto insumos como usuarios dentro de la función de producción y el modelo teórico sugiere lineamientos novedosos para diseñar políticas de desarrollo local. La aplicación práctica consiste en establecer una tipología que diferencie los destinos en base al tipo de turistas que reciben. Se analiza el caso de los Municipios de la Provincia de Buenos Aires. Esta diferenciación –que determina el grado de orientación turística- se basa en una caracterización y clasificación de los recursos turísticos utilizando la metodología de clusters. Se realiza un breve análisis de las políticas turísticas aplicadas en la Provincia y su correlato con la tipología turística.

The aim of this paper is to present an approach of local development based on the exploitation of tourist resources and the promotion of destinations based on different kinds of tourists (green tourism and cultural tourism). It is highlighted that tourists are considered inputs as well as users in the production function. The theoretical model suggests illuminating (o new) guidelines which may aid in the design of local development policies. The application consists in establishing a typology that differentiates destinations based on the type of tourists they receive. This differentiation –which determines the degree of tourist orientation- is based on a characterization and classification of touristic tourist resources which uses cluster methodology. Data include the Municipalities of the Province of Buenos Aires. A brief analysis of the tourist policies in the Province as well as their correspondence with the touristic typology is offered.
