Los desafíos del pensamiento periférico

Abstract

En un escenario interdependiente, económica y políticamente, el Estado está claramente debilitado, tanto en el plano interno como en el externo; siendo ésta una característica que los países periféricos han de tomar para su provecho o se convertirá en una variable difícil de superar. Los elementos de viabilidad y permisividad encuadrados en el pensamiento de Helio Jaguaribe, actúan en este sentido como un aliciente a la construcción de una política exterior fortalecida desde la conjugación de elementos de política doméstica e internacional. Sin embargo, el notable papel hegemónico representado por Estados Unidos y potenciado luego del 11/S, pone en el tablero cualquier estrategia que pueda surgir dentro de la esfera hemisférica, presionando en cierta forma para que los actores regionales se posicionen en base a una definición clara y contundente del rol que pretenden ocupar. He aquí el desafío del pensamiento autonomista como eje conductor de dicho posicionamiento.

In a scenario with an internal dependence, economical and politically speaking, the State is clearly weakened, in the internal plane as well as the external. This characteristic is the one that the peripheral countries have to avail or it will turn into a hardly conquerable variable. The elements of viability and permissibility framed into Helio Jaguaribe’s way of thinking, in this sense it acts as an inducement in the construction of a strengthened exterior politics, from the coordination of elements of domestic and international politics. Whatever, the remarkable hegemonic role of the USA and powered before the 11/S, brings to the game any strategy that could emerge inside the hemispherical sphere, pressed, in a way, to achieve that regional actors got a position based in a clear definition of the role that they want to have. Here is the challenge of the autonomist thought as a conductor shaft of this position.
