Caracterización de la producción florícola en el partido de La Plata

Abstract

Este trabajo, de tipo exploratorio, busca dar cuenta de las características de la floricultura en el Partido de La Plata y su significancia en el contexto nacional. La metodología se basó en técnicas cualitativas, la cuales fueron complementadas con fuentes estadísticas y estudios específicos de la actividad. Dado la escasez de trabajos sobre floricultura en el área periurbana del Gran Buenos Aires y la amplitud de trabajos para la actividad hortícola, es que se realizaron comparaciones entre ambas para una mejor caracterización. Se relevaron y analizaron aspectos vinculados al manejo tecnológico y comercial de los sistemas productivos, así como las transformaciones ocurridas en los últimos años. Por otra parte se indagó sobre los actores que llevan a cabo la actividad, su origen y la vinculación con las instituciones del territorio. Se reafirma el mencionado Partido como principal zona productiva del país en flores de corte. Se identificó gran parte de las unidades productivas florícolas en un área determinada, en donde se aglutinan también mercados mayoristas, proveedores de insumos e instituciones. Entre los aspectos compartidos con la horticultura se remarca la preponderancia de superficies productivas relativamente pequeñas, con tecnologías en base a cultivo bajo cubierta y combinaciones de trabajo familiar y extra familiar. Como características diferenciales se destaca en la actividad florícola el fuerte involucramiento en la comercialización a través de mercados mayoristas cooperativos, el predominio de los productores tradicionales (o sus descendientes) de origen extracontinental y la importancia de la propiedad sobre el arrendamiento en cuanto a las formas de tenencia del recurso tierra.

This exploratory work seeks to account for the characteristics of floriculture in the Partido de La Plata and its significance in the national context. The methodology is based on qualitative techniques (in-depth interviews and participant observation), which was supplemented with statistical sources and activity-specific studies. Given the paucity of work on floriculture in the peri-urban area of Buenos Aires and the amplitude of works for horticultural activity, the comparisons between the two activities were made to achieve a better characterization. Aspects related to technological and commercial management of production systems as well as the transformations during the last years were surveyed and analyzed. On the other hand, it was inquired about the actors who carry out the activity, its origin and the connection with the institutions of the territory. The aforementioned place is reaffirmed as the main productive area of cut flowers in the country. Many of the flower-growing systems were placed in a given area in La Plata, where also coalesce wholesale markets, input suppliers and institutions. Among the shared aspects with horticulture, the preponderance of the relatively small productive areas, technologies based on green house growing and combinations of family and extra-family labor are highlighted. As distinctive features in flower-growing activity, there exist a strong involvement in marketing through cooperative wholesale markets, the dominance of traditional producers (or their descendants) of extra-continental origin and the preponderance of the ownership land tenure in comparison with the lease.
