Impactos producidos por la actividad forestal en los departamentos Minas y Ñorquín, provincia del Neuquén, República Argentina

Abstract

La introducción de la actividad forestal mediante la implantación de especies exóticas en los Departamentos Minas y Ñorquín es objeto de visiones diversas con respecto a su impacto. El objetivo de este trabajo fue indagar sobre los impactos sociales, económicos y ambientales provocados por las políticas implementadas para instalar la actividad en el territorio. Se utilizó información primaria y secundaria (encuestas estructuradas a informantes claves y revisión bibliográfica). Los principales resultados incluyen la descripción de las cadenas, donde se observan conflictos entre la forestación y algunos grupos locales, los cambios en los criterios de intervención de los responsables del diseño y ejecución de las políticas, la interrelación entre las cadenas y sus actores y los impactos ambientales asociados. Se analiza la evolución de los indicadores sociales disponibles en los Departamentos como un indicio del impacto positivo de la actividad forestal. Se concluye que se creó una cadena foresto industrial que si bien comienza a producir bienes en forma creciente e impacta positivamente en los planos ambientales y de empleo, aún no es aceptada por algunos grupos de actores locales. El replanteo de la planificación del desarrollo de los Departamentos debería integrar los diferentes activos territoriales mediante la consolidación e integración de las cadenas presentes, considerando la actividad forestal como complementaria y vinculada a otras cadenas como las del turismo y la ganadería y respetando las lógicas culturales y prácticas de sus habitantes.

The introduction of forestry through the implementation of exotic species in the Departments of Mines and Ñorquín is subject of several visions regarding its impact. The aim of this study was to inquire about the social, economic and environmental impacts caused by the implemented policies to install the activity in the territory. Primary and secondary information was used (structured surveys on key informants and bibliographical review). The main results include a description of the chains, where conflicts between forestry and local groups are observed, as well as changes in the intervention criteria of those responsible for the design and implementation of the policies, the relationship between the chains and their actors and the associated environmental impacts. The evolution of the social indicators available in the Departments is analyzed as an indication of the positive impact of forestry. It is concluded that a forest industry chain was established, which although is beginning to increasingly produce goods and impacts positively on the environmental and employment levels, it is still not accepted by some groups of local actors. The planification rethinking of the development of Departments should integrate the different territorial assets through the consolidation and integration of the present chains, considering forestry as a complementary activity and linked to other chains such as tourism and livestock and also respecting the cultural framework and practices of their inhabitants.
