Petrocaribe y ALBA-TCP: propuestas de Venezuela para una nueva integración regional y energética

Abstract

La crisis de 2007-2008 inició una seguidilla de acciones especulativas en diversos mercados mundiales y sectores económicos. Ello motivó a denominarla como global por su amplitud temática, su extensión e impactos a escala planetaria. En este contexto, el ALBA-TCP y Petrocaribe fueron dos respuestas que formuló Venezuela como parte de una nueva integración regional hacia América Latina y el Caribe. Por ello el trabajo propone, sobre la base de investigaciones realizadas en el Instituto de Integración Latinoamericana de la Universidad Nacional de La Plata, realizar un análisis descriptivointerpretativo sobre las mismas. Se verá que, si bien están signadas por la evolución de la economía venezolana, por su capacidad de producción y por el precio internacional del petróleo, habilitan nuevas discusiones sobre una base social amplia e inclusiva y a repensar hasta qué punto son necesarias dada la historia latinoamericana y caribeña.

The crisis of 2007-2008 initiated several speculative actions in diverse world markets and economic sectors. That motivated to called it “globally”, for its thematic extent and its impact all around the world. In this context, the ALBA-TCP and Petrocaribe were two answers that Venezuela formulated as part of a new regional integration towards Latin America and the Caribbean. For this reason this work proposes, on the basis of the researches made in the Institute of Latin-American Integration of the UNLP, make a descriptive and interpretative analysis on the same ones. It would reveal that, though facts are marked by the evolution of the Venezuelan economy —for its capacity of production and for the international price of the oil—, new discussions, on a wide and inclusive social base, are allow and also to rethink to what extent they are needed, given the Latin American and Caribbean history.
