La situación del municipio en la provincia de Buenos Aires —crónica de una involución—

Abstract

El presente trabajo trata sobre la constante involución del gobierno local en nuestra provincia. Con este objetivo formulamos una serie de interrogantes que intentan revelar algunos aspectos sustanciales exponentes de este injustificado atraso. Desarrollamos el tema de una manera coloquial y directa, esperando que esta modalidad permita al lector interiorizarse sobre esta situación. Esta grave omisión al explícito mandato constitucional afecta las políticas sobre nuestro territorio, el desenvolvimiento que en la actualidad le correspondería al municipio, como sujeto federal y responsable primario de nuestras necesidades comunitarias. Un panorama complejo que también afecta la relación dialógica entre ciudadano y autoridad estatal desatendiendo el inalienable derecho a la ciudad.

This work is about the constant involution of the local government in our Province. Whit this objective, we formulate a series of questions that aims to reveal some of the substantial aspects exponents of this unjustified delay. We develop the theme in a colloquial and direct way, hoping that this method allows the reader to know more about this situation. This serious omission to the explicit constitutional mandate, affects the policies on our territory, the development that at present would be appropriate for the municipality, as a federal subject and primary responsible for our community needs. A complex panorama that also affects the dialogic relationship between the citizen and the state authority, neglecting the inalienable right to the city.
