Municipios del Uruguay: desarrollo y proyecto de territorio

Abstract

En el presente artículo se propone un panorama de la primera generación de Municipios en Uruguay teniendo en cuenta la oportunidad que representa la escala municipal/local para impulsar procesos de desarrollo. Se describe el sistema de gobierno municipal implantado en 2010, observando sus variadas escalas y tipos de territorios y comunidades. En otros ámbitos, la existencia de las entidades municipales es de antigua data. No en Uruguay, que ha generado una institucionalidad ex novo en ese nivel de gobierno. Es recién en 2010 cuando el Uruguay comienza a implementar su tercer nivel de gobierno. Si bien el país transita hace décadas por reformas vinculadas a la organización territorial del Estado su denominador el binomio debilidad-dependencia. En el texto se discuten los conceptos de desarrollo y de proyecto de territorio, analizando la relación de los municipios con sus territorios y los instrumentos previstos en la Ley de Ordenamiento Territorial.

In this paper an overview of the first generation of Municipalities in Uruguay given the opportunity represented by the municipal/ local level to promote evelopment processes is proposed. Local government system introduced in 2010is described, noting its various scales and types of territories and communities. In other areas, the existence of municipalities is longstanding. Not in Uruguay, which has generated an ex novo institutions at that level of government. It is only in 2010 when the Uruguay begins to implement its third level of government. Meanwhile the country transits decades by reforms, linked to the territorial organization of the binomial denominator weak-dependence. In the text he concepts of development and territorial project are discussed by analyzing the relationship between their territories and municipalities with the tools provided in the Law of Land Management.
