Kirchnerismo e lulismo na construção de uma identidade em defesa e segurança internacional entre Argentina e Brasil

Abstract

Os governos de Luis Inácio Lula da Silva e Néstor Kirchner buscaram promover mudanças nas políticas públicas, na forma de inserção internacional e na concepção de regionalismo. A busca por mudanças ocorreu de forma diferenciada, sendo que o lulismo foi mais conciliatório, enquanto o kirchnerismo adotou um formato mais confrontativo. Diante disto, o objetivo do artigo é entender o processo de construção de uma identidade entre os dois países tendo como base de análise as ações de Polí-tica Exterior e relações civis-militares, com foco na área da Defesa e Segurança Internacional. Concluise que, apesar de convergências de visões de mundo, decorrente das mudanças proporcionadas por tais governos, a formação de uma identidade nesta área avançou, ainda que com baixo aprofundamento,

The governments of Luiz Inácio Lula da Silva and Néstor Kirchner have sought to pro-mote changes in public policies, in the form of international integration and design of regionalism. The pursuit of changes occurred in different ways, and the Lulism was more conciliatory, while kirchnerismo adopted a more confrontational format. In view of this, the objective of this article is to understand the process of building an identity between the two countries which the analysis based on the actions of For-eign Policy and civil-military relations, focusing on the area of Defense and International Security. We conclude that, despite convergence of worldviews, resulting from changes caused by such governments, the formation of an identity in this area pro-gressed, albeit with low depth, among other grounds on different guidelines on the use of armed forces.
