El “Plan Austral” y el avance del “consenso del ajuste” durante la transición democrática

Abstract

En el presente artículo se enmarca el “Plan Austral” de junio de 1985 en los intentos de resolver la crisis económica y política heredada por el nuevo régimen democrático inaugurado en diciembre de 1983. Para ello, se identifica el carácter de dicha crisis y sus vinculaciones con las grandes transformaciones que ocurrieron desde mediados de la década anterior. Seguidamente, se establecen sus continuidades con el viraje pro-FMI que el gobierno de Alfonsín implementa desde septiembre de 1984. Luego, se reseñan las principales medidas del Austral, se analiza su viabilidad política, sus efectos y sus límites. En cuarto lugar, se hace una crónica de las modificaciones que fue sufriendo y se reseñan sus sucesivos fracasos utilizando como indicador la evolución del Índice de Precios al Consumidor (IPC). Finalmente, se concluye con una caracterización general del “Plan Austral”.

In this article, we frame the "Plan Austral" of June 1985 in the attempts to resolve the economic and political crisis inherited by the new democratic regime inaugurated in December 1983. For this purpose, we identify the nature of the crisis and its links with the great transformations that occurred since the middle of the previous decade. Then, its continuities are established with the pro-IMF shift that the Alfonsin government has implemented since September 1984. Later, the main measures of the Austral are reviewed, its political viability, its effects and its limits are analyzed. Fourth, we outline the subsequent changes the Austral suffered after its first implementation, as well as its successive failures, taking the evolution of the Consumer Price Index (CPI) as an indicator. Finally, it concludes with a general characterization of the "Plan Austral".
