Modalidades locales de protección de la infancia “con derechos vulnerados”: la interinstitucionalidad y sus tensiones

Abstract

Este artículo expone algunos avances de mi investigación de grado. En ella busco analizar las modalidades que asume el tratamiento estatal de diversas situaciones problemáticas asociadas a niños, niñas y adolescentes con derechos vulnerados en la localidad de Olavarría, en el contexto de implementación del denominado enfoque de derechos. Poniendo el foco en las relaciones e interacciones entre las instituciones estatales legalmente definidas como corresponsables en el tratamiento de estas situaciones, busco indagar en la dimensión conflictiva que atraviesa estas relaciones al interior del campo institucional abocado a la protección de la infancia. En este sentido, se propone que el entramado institucional encargado de proteger y restituir derechos de niños, niñas y adolescentes en la localidad, se presenta atravesado por diversas tensiones y disputas asociadas a la definición de facultades, alcances de actuación y legitimidades para decidir e intervenir sobre la infancia y sus familias. Sobre la base de un trabajo de campo etnográfico desarrollado en el Servicio Local de Promoción y Protección de Derechos de Niños y Niñas de Olavarría, este trabajo pretende reflexionar acerca de las tensiones que suscita la interinstitucionalidad en la administración local de situaciones problemáticas asociadas a la protección de la infancia.

This article exposes some advances of my research degree. In it I seek to analyze the modalities assumed by the state treatment of various problematic situations associated with children and adolescents with "violated rights" in Olavarría town, in the context of implementation of the so-called rights approach. Focusing on the relationships and interactions between state institutions legally defined as coresponsible in the treatment of these situations, I seek to investigate the conflicting dimension that these relationships go through within the institutional field focused on the childhood protection. In this sense, it is proposed that the institutional framework in charge of protecting and restoring the children and adolescents rights in the locality is crossed by various tensions and disputes associated with the definition of faculties, scope of action and legitimacy to decide and intervene on children and their families. On the basis of an ethnographic fieldwork developed in the Local Service for the Promotion and Protection of Children's Rights from Olavarría, this work intends to reflect on the tensions with the interinstitutionality in the local administration of problematic situations related to the childhood protection.
