Indagaciones cruzadas sobre barreras de las ER en la Argentina: participación ciudadana y baja institucionalidad

Abstract

Los estudios iniciales sobre transferencia de tecnología para instalar una mini – central fotovoltaica conectada a red, llevó al análisis de las barreras que las ER tienen. A partir de las ideas aportadas por el concepto de Espacio Tecnológico (ET) y la posibilidad de tender puentes entre diferentes ET, se decidió aplicar tres entrevistas a funcionarios de distinto rango y ámbito de pertinencia: al Presidente del PNUMA, al Secretario de Medio Ambiente de la Nación y a una Consejal en ejercicio de la ciudad de Salta. Se elevaron diez preguntas por escrito aleditor12 Secretario de Energía de Salta y al Secretario de Energía de la Nación. La participación ciudadana fue analizada a partir de la presentación de una monografía sobre ER en las V Jornadas Latinoamericanas sobre Medio Ambiente. Los resultados fueron auspiciosos en cuanto a los avances logrados en la reciente investigación iniciada. Sin embargo, se ratifica la baja institucionalidad de las ER como barrera y se potencia la participación ciudadana, pero a partir de políticas públicas que incorporen el cuidado del medio ambiente como valor frente a los costes de la energía. Por otra parte, no queda claro cómo podrá fomentarse el uso de las diferentes fuentes de energía renovables en nuestro país, que por ejemplo dejó fuera del beneficio remunerativo a la energía solar térmica.

Initial studies on technology transfer for installing a mini - photovoltaic power station connected to the public electrical grid, led to the analysis of the barriers that have the renewable energy (RE). From the ideas contributed by the concept of Technological Space (TS) and the possibility of building bridges between different TS, it was decided to interview three officials of different rank and level of influence : the President of PNUMA, the National Secretary of Environment, and an elected councilman of the city of Salta. Moreover, were sent ten questions in writing to the Secretary of Energy of Salta and to the National Secretary of EnergyCitizen participation was analyzed after presenting a paper about RE in the V Latin American Symposium on Environment. The results were promising in terms of progress achieved in the investigation recently initiated. However, it confirms as a barrier the low institutionalization of the RE, and the enhancing of citizen participation, but only from public policies that incorporates the environmental care as a value in opposition to the costs of energy. On the other side, it´s not clear how it will be promoted the use of different renewable energy sources in our country, that for example, at the present time lefts out of remunerative benefits the solar thermal energy.
