El mundo después del 11 de septiembre: nuevos y viejos debates

Abstract

Los atentados terroristas del 11 de septiembre desencadenaron nuevos y viejos debates en el campo de las RRII. Aparecen interrogantes vinculados a la crisis del orden de pos Guerra Fría, a las consecuencias negativas del proceso de globalización que causan inestabilidad sistémica y a la necesidad de reclamar por una recuperación del Estado, poniendo de manifiesto la necesidad de debatir las características del orden internacional actual y su posible evolución. Esta no es una tarea simple ya que los acontecimientos son muy recientes y hay más dudas que certezas. En este artículo se intenta separar que cuestiones empíricas y teóricas pueden ser rastreadas con anterioridad a los atentados y cuáles son nuevas, para pasar posteriormente a analizar conceptos que están vinculados con los atentados, así como sus consecuencias sobre las políticas exteriores de los EEUU y de Latinoamérica.

The terrorist attempts of 11 September resulted in old and new debates related to the crisis of the post Cold War order, the negative consequences of the globalisation process, which have caused systemic instability and the need to claim for a revival of state policies. This creates the need to debate on the characteristics of the present international order and their possible evolution. This is not an easy task, since these are very recent events on which there are more doubts than certainties. In this article the author tries to distinguish between empirical and theoretical matters, which can be traced back to the time before the attempts and which are not new, in order to later analyse concepts related to the attempts, as well as their consequences as regards US and Latin American foreign policies.
