La región SUBA, Sur de la Provincia de Buenos Aires, epicentro eólico en Argentina

Abstract

En Argentina, el 70 % del territorio nacional cuenta con potencial eólico factible para la generación eléctrica, lo cual representa un yacimiento inagotable de energía limpia. Sin embargo, el sistema eléctrico presenta problemas por el aumento de la demanda energética, la dependencia de hidrocarburos y limitaciones en capacidad de generación. El aprovechamiento del recurso eólico podría contribuir a satisfacer nuevas demandas y a diversificar la matriz. En el siglo XXI se renueva el interés por explotar el potencial eólico existente. Un abanico de proyectos comienza a confi gurar el nuevo mapa eólico del país. El Sur de la Provincia de Buenos Aires emerge como región estratégica. El trabajo tiene como objetivo identifi car y explicar los factores que convierten al sur bonaerense en el foco de atracción de nuevas iniciativas eólicas. Para ello, se plantea un acercamiento integral, multidimensional y transescalar de la energía, desde la óptica territorial, con un abordaje metodológico mixto, a través de estrategias de investigación cuanti-cualitativas. El análisis realizado ha permitido identificar en la región abundancia de recurso eólico, disponibilidad de infraestructura y trayectoria técnico-institucional. El reconocimiento de estos elementos crea una sinergia que abre posibilidades de convertir el potencial eólico en un nuevo recurso de valorización territorial y regional.

In Argentina, 70 % of the territory has feasible wind potential for electricity generation, which represents a non-exhaustive source of clean energy. However, the electrical system has problems due to the rising energy demand, the dependence on hydrocarbons and limits to generation capacity. The use of wind power resource could help to meet new demands and diversify the matrix. The interest in wind power potential is renewed in the twenty-fi rst century. A wide range of projects is beginning to shape the country’s new wind map, where the south of the province of Buenos Aires emerges as a strategic area. The aim of this paper is to identify and analyze the factors that make the south of Buenos Aires the center for new undertakings. This research presents an integral, multidimensional and trans-scalar approach to energy from a territorial perspective through a mixed methodology that includes quantitative-qualitative strategies. The analysis helped to identify abundant wind resources in the region, available infrastructure, and technical-institutional background. The recognition of these elements creates a synergy which opens possibilities to turn wind potential into a new resource for territorial and regional valorization.
