De imperio a refugio jihadista: el terrorismo etno-religioso en la crisis de gobernanza de Malí (2011-2015)

Abstract

La investigación acota su marco geopolítico a la región del Sahel occidental, particularmente al estudio de Malí, que dado sus características, lo configuran como caso paradigmático para el análisis de la amenaza que significa el terrorismo de raíz etno-religioso, para la gobernanza. La interrogante que funda este escrito es: ¿Qué fenómenos han propiciado el surgimiento y expansión del terrorismo como amenaza en Malí? Considerando como factores de la crisis de gobernanza: la presencia de grupos jihadistas en países vecinos, la inestabilidad política regional, el intervencionismo de potencias extrarregionales, la precariedad socio-económica en el norte del país, y la conflictividad etno-nacionalista en forma de sucesivas rebeliones.

The geopolitical border of this investigation is western Sahel. In particular, the study of Mali, because there characteristics that makes it, a paradigmatic case for the analysis of how the terrorism of ethno-religious rise, a threat for the governance is. The question of this paper is: Which phenomena propitiate the born and expansion of the terrorism as a threat in Mali? Considering as factors of the governance crisis: the presence of jihadist groups in the neighbor countries, the political instability in the region, the interventionism of extrarregional powers, the socio-economic precariousness of the people in the north of the country, and the ethno-nationalist unrest in the form of successive rebellion.
