Debate sobre ley de cupo femenino, paridad e igualdad política entre los géneros

Abstract

Uno de los temas de discusión histórica ha sido, y es, “la mujer” como sujeto social, ciudadana, política e intelectual. En este sentido, las mujeres intelectuales fueron protagonistas de la lucha por conseguir el sufragio femenino, por lograr ser reconocidas como ciudadanas, capaces de decidir a través del voto a sus representantes políticos. Sin dudas, fue una de las grandes victorias del Siglo XX. Hoy en día, a comienzos del Siglo XXI, las cuestiones de género siguen siendo temas de debates intelectuales ya que las mujeres aún no han logrado la igualdad de derechos en todos los aspectos sociales. Y en cuanto a la política, si bien hay mujeres militantes, son pocas las que llegan a puestos dirigentes y de poder. Así es como en muchos países del mundo han creado una Ley de Cupos que permita la incorporación del género femenino en pos de lograr la paridad entre los géneros. En este trabajo se analizará si las políticas de cupo sirven realmente para establecer la paridad buscada y, en consecuencia, la igualdad cívica entre los géneros.

One of the topics of historical discussion has been and still is “woman”as a social subject, citizen, politician and intellectual. In this sense, intellectual women played the lead in the struggle for gaining women’s suffrage, for being recognized as citizens who were able to choose their polical representatives by voting. Without a doubt, this was one of the great victories in the Twentieth Century. Nowadays, in the beginning of the Twenty-first Century, gender topics are still themes of intellectual debates, since women have not still achieved the equality of rights in every social aspects. And with regard to politics, although there are women who are activists, only a few reach leading and power positions. Thus in many countries of the world Quota Laws have been created to allow the incorporation of the feminine gender in order to gain gender parity. This paper will analyse whether quota policies really serve to establish the intended parity and, therefore, civic equality between genders.
