El análisis del riesgo de inundación no sólo implica conocer el peligro de una cuenca sino lo expuesto a ese peligro. Existen normativas que distinguen zonas de la cuenca donde los peligros se ponderan en función de la severidad del mismo (Australian Institute for Disaster Resilience, 2017). Con esta metodología de evaluación del daño, aplicada a toda la red fluvial de la cuenca Matanza – Riachuelo, se realizaron los análisis de las bondades de implementar medidas estructurales, para diferentes escenarios de tormentas, cuantificados y mapeados. Entre las medidas estructurales analizadas se consideraron la ejecución de reservorios de atenuación de crecidas, dragado y limpieza del Río Matanza (cuenca media y alta), prolongación de la canalización del Matanza y restricciones al escurrimiento sobre planicies de inundación como terraplenes laterales. Los mapeos y la información censal, permitieron cuantificar los daños y peligros a personas, en términos de áreas inundables y población afectable. Como resultado se ha obtenido una valoración de cada obra definida en términos de daños potenciales cuantificables y discretizada según probabilidad de ocurrencia de los eventos.

Flood risk analysis not only implies knowing the danger of a basin but also what is exposed to that danger. There are regulations that distinguish areas of the basin where hazards are weighted according to their severity (Australian Institute for Disaster Resilience, 2017). With this damage evaluation methodology, applied to the entire fluvial network of the Matanza - Riachuelo basin, analyzes of the benefits of implementing structural measures were carried out for different storm scenarios, quantified and mapped. The structural measures analyzed included the implementation of flood attenuation reservoirs, dredging and cleaning of the Matanza River (middle and upper basin), prolongation of the Matanza canalization and restrictions to runoff over flood plains such as lateral embankments. The mappings and census information made it possible to quantify the damages and dangers to people, in terms of flood areas and affected population. As a result, a valuation of each work has been obtained, defined in terms of quantifiable potential damages and discretized according to the probability of occurrence of the events.
