Tolerar es odioso: la construcción de un discurso

Abstract

La libertad de expresión y opinión se han visto afectadas por la multiplicidad de canales a partir de los cuales puede ejercerse. La conciencia que de ello ha tomado la Comunidad Internacional ha estimulado la necesidad de control sobre aquello que se considera como discurso de odio. Observar la tensión que se suscita entre la libertad de expresión, la honra y la dignidad humana y los derechos de los colectivos en esta nueva época de diversidad comunicativa plantea un nuevo desafío al que los Estados deberán enfrentar sin violentar aquellas libertades que resultan naturales a la humanidad.

Freedom of expression and opinion have been affected by the multiplicity of channels through which it can be exercised. The awareness that the international community has become aware of this has stimulated the need to control what is considered hate speech. Observing the tension that arises between freedom of expression, honor and human dignity and the rights of collectives in this new era of communicative diversity poses a new challenge that States must face without violating those freedoms that are natural to humanity.
