Desafío: votar con tres sistemas el mismo día

Abstract

Las elecciones de las provincias de Neuquén y Río Negro se realizan mediante tres sistemas de votación: Boletas Partidarias, Boleta Única de Papel y Voto Electrónico. Este trabajo analiza, desde la perspectiva de las personas votantes, en qué medida la facilidad de uso, el secreto, la integridad del voto y la posibilidad de auditar una elección, pueden ser afectadas por el sistema utilizado.Con este fin, se ha realizado un experimento durante las elecciones de la Universidad Nacional del Comahue del 23 y 24 de mayo de 2022, las cuales se realizaron utilizando el sistema de Boletas Partidarias. Durante la jornada electoral se instaló un estand próximo a las mesas de votación y se invitó a las personas votantes a experimentar el proceso de la emisión del voto con el sistema de Boleta Única de Papel y el sistema de Voto Electrónico.Este trabajo observa que gran parte de la comunidad universitaria recomienda el sistema de Boleta Única de Papel, valorando su facilidad de uso, el secreto e integridad del voto y la posibilidad de auditarlo. Se espera que este trabajo contribuya a la promoción de los debates tendientes a mejorar los procesos electorales.

Elections in Neuquén and Río Negro are carried out through three voting systems: Partidary Ballots, Unique Paper Ballot and Electronic Voting. This paper analyzes, from the perspective of electors, to what extent the ease of use, the secrecy, the integrity of the vote and the possibility of auditing an election, can be affected by the system used.For this purpose, an experiment was conducted during the Comahue National University elections of May 23 and 24, 2022, which were held using the Partidary Ballot system. During the election day, a stand was set up near the polling stations and people who voted were invited to experience the process of vote with the Single Paper Ballot system and the Electronic Voting system.This work observes that a high proportion of the university community recommends the Unique Paper Ballot system, valuing its ease of use, the secrecy and integrity of the vote and the possibility of auditing it. It is hoped that this work will contribute to the promotion of debates aimed at improving electoral processes.
