“Em defesa da Cobra”

Abstract

Um manuscrito, intitulado “Em defesa da Cobra”, revela uma carta em construção pela Associação dos Empregados da Cobra, cuja forma final (ainda não localizada) foi entregue a membros do Congresso Nacional e do poder executivo, em agosto de 1988. O objetivo era pressioná-los a impedir o processo, então em marcha, de privatização da Cobra Computadores, principal fabricante de mini e microcomputadores do período da reserva de mercado no Brasil. O artigo pretende recuperar algumas histórias relacionadas a essa tentativa de privatizar a Cobra, como se estivéssemos diante de um quebra-cabeça a ser resolvido, tomando o manuscrito como ponto de partida. Além do compartilhamento do próprio manuscrito, um documento relevante todavia sem registro na história do período, a resolução do quebra-cabeça envolve dois esforços: 1) investigar o noticiário de imprensa, rico em reportagens ao longo daquele 1988, quando a privatização de estatais ganhou fôlego na cena nacional; 2) entrevistas com atores participantes da luta pela “interrupção imediata desse processo de privatização, lesivo ao patrimônio público e contrário aos interesses da soberania nacional”, conforme se lê ao final do manuscrito. Entre ambos os esforços, uma diferença significativa: enquanto o noticiário da imprensa está imediatamente disponível, os atores daquela luta ainda têm de ser localizados. Enfim, o artigo permite uma visão de mais detalhe sobre uma iniciativa brasileira de privatização, uma bandeira sempre em voga - ora ativa, ora à espera de ser retomada - na pauta das políticas neoliberais dos governos e partidos latino-americanos desde os últimos anos do século 20.

A manuscript entitled “In defense of Cobra” reveals a letter drafted by the Association of Cobra Employees, the final form of which (not yet located) was delivered to members of the Brazilian National Congress and the Government in August 1988. The aim was to put pressure on them to prevent the privatization of Cobra Computadores, the main manufacturer of mini and microcomputers during the market reserve period in Brazil. The article aims to recover some stories related to this attempt to privatize Cobra, as if we were facing a puzzle to be solved, taking the manuscript as a starting point. In addition to sharing the manuscript itself, a relevant but unrecorded document in the history of the period, solving the puzzle involves two efforts: 1) investigating press reports throughout 1988, when the privatization of state-owned companies gained momentum on the national scene; 2) interviews with actors that had participated in the struggle for the “immediate interruption of this privatization process, harmful to public assets and contrary to the interests of national sovereignty”, as we read at the end of the manuscript. There is a significant difference between the two efforts: while the press report is immediately available, some of the actors in the struggle have yet to be located. Finally, the article provides a more detailed view of a Brazilian privatization initiative, a banner that has always been in vogue - sometimes active, sometimes waiting to be taken up again - on the agenda of the neoliberal policies of Latin American governments and parties since the last years of the 20th century.
