¿Hacia un presiden(cialismo) popular-acelerado?

Abstract

Este trabajo analiza un aspecto de los regímenes presidencialistas Latinoamericanos en los nuevos diseños constitucionales. Se focaliza en una innovación institucional puntual en la cúspide del diseño gubernamental de Ecuador introducido por la Constitución de 2008. En primer lugar, presenta una breve reseña histórica del presidencialismo adoptado hegemónicamente en la región desde los primeros estadios institucionales. Luego de esta contextualización, se centra en la flamante articulación de los dos órganos políticos ecuatorianos establecida en el 2008. Esta reforma institucional introduce en la matriz presidencialista lo que se caracteriza como un mecanismo “anti-presidencialista” que parece desafiar los cuestionamientos tradicionales a este sistema y pone de resalto lo distintivo y original del nuevo diseño. Finalmente, se ofrece un examen de las posibilidades y límites de este nuevo sistema para llevar adelante el ambicioso programa de transformación previsto en el novel texto supremo ecuatoriano.

This paper analyses one aspect of Latin American presidentialist regimes in the new constitutional designs. It focuses on a punctual institutional innovation in the top of the governmental design of Ecuador introduced by the Constitution of 2008. It first presents a brief historical review of the presidentialism hegemonically adopted in Latin America since its first institutional stages. After this contextualization, the attention is focus on the novel relation between the political branches of government established in 2008. This institutional reform introduces what is characterized as an “anti- presidentialist” mechanism in the presidentialist matrix that challenges the traditional arguments against that system and stress the distinctiveness and originality of the new design. Finally, there is an account of the possibilities and constrains of the new system in order to advance the ambitious transformation program contained in the novel Constitution.
