El anacrónico régimen Municipal Bonaerense

Abstract

El presente ensayo tiene como finalidad enfatizar la crítica situación del gobierno municipal en la provincia de Buenos Aires. Como sabemos, nuestro régimen local ha omitido fragantemente el claro mandato autonómico de la Carta Nacional y la propia ley declarativa de reforma de nuestra Constitución que señalaba taxativamente la necesidad de su modificación. A esta gravísima irregularidad -que ya hemos descripto en anteriores oportunidades- se suma una apatía institucional sobre la necesidad de su urgente tratamiento que pareciera justificarse en una simple deuda que nuestra provincia comparte con otros Estados miembros.

This essay aims to highlight the plight of municipal government in the province of Buenos Aires. As we know, our local government has failed regional fragrantly clear mandate of the National Charter and the law itself declarative reform of our Constitution that specifically identifies the need for its modification. At this very serious irregularity, which we have described on previous occasions, “adds institutional apathy on the urgent need for treatment seems justified in a simple debt that our province shares with other Member States.
