Aportes al marco regulatorio de las aguas termales en la provincia de Entre Ríos

Abstract

Ya transitada la primera década de siglo XXI no existen dudas sobre el importante papel que tiene el agua como recurso imprescindible y básico en nuestro entorno natural ya que interviene de manera directa e indirecta en la mayoría de las actividades que realiza del hombre. Es por eso que a través del presente texto se pretende optimizar la gestión del recurso termal provincial con propuestas que lleven a que la actividad se desarrolle de manera conforme con el ambiente natural. Para ello se ha avanzado en el estudio de los antecedentes legales y posterior trabajo de campo para comprobar el grado de cumplimiento a las leyes 9678 y 9714 que regulan el aprovechamiento del efluente termal Esto ha permitido la redacción de una serie de propuestas: reglamentando el cobro de un canon y sanciones a los centros termales que no observen lo dispuesto en los documentos legales antes mencionados.

Already travelled doubts do not exist the first decade of 21st century on the important paper that takes the water as an indispensable and basic resource in our natural environment since it intervenes in a direct and indirect way in the majority of the activities that it realizes of the man. It is because of it that across the present text tries to optimize the management of the thermal provincial resource with offers that lead that the activity develops in a way consent to the natural environment. For it it has been advanced in the study of the legal precedents and later fieldwork to verify the degree of fulfillment to the laws 9678 and 9714 that regulate the utilization of the one effluent thermal. This has allowed the draft of a series of offers: regulating the collection of a canon and sanctions to the thermal centers that they do not observe arranged in the legal documents before mentioned.
