Gestión integral del hábitat en los bordes urbanos rurales (BUR)

Abstract

El modelo agro-productor presiona hasta el borde mismo de las ciudades con la siembra de monocultivos, como la soja, lo que llevó a que algunas de ellas promulgaran ordenanzas delimitando un área perimetral urbana donde se prohíbe el uso de agroquímicos buscando preservar la salud de la población sometida a sus efectos nocivos. Inmediatamente aparecida esta limitación, los propietarios de las tierras agrícolas limítrofes con la ciudad, viendo afectada su rentabilidad, empezaron a vender sus propiedades a inmobiliarios y urbanizadores generando una doble consecuencia, ambas negativas, por un lado el incremento del precio del suelo urbano, y por otro el incremento de la planta urbana con una espectacular dispersión, que a su vez genera suelo especulativo vacante dentro del área urbana consolidada y mejor servida. Así se inicia un círculo vicioso por el que una vez incrementada la planta urbana hay que ampliar el límite de exclusión de agroquímicos y vuelta a empezar con la oferta de suelo para urbanizar en el periurbano. El Modelo de Gestión Integral del Hábitat en los BUR (Bordes Urbano Rurales), propone dotar de capacidad productiva a las tierras agrícolas periurbanas, de modo tal de poder contraponer al mercado inmobiliario nichos de mercado productivo rural.

Immediately appeared this limitation, the owners of the agricultural bordering lands with the city, seeing his profitability affected, started selling his properties to real-estate and urbanizers generating a double consequence, on the one hand the increase of the price of the urban soil, and for other one the increase of the urban plant with a spectacular dispersion, which in turn generates speculative vacant soil inside the urban consolidated area. This way begins a vicious circle for which once increased the urban plant it is necessary to extend the limit of exclusion of agrochemical and turned to beginning with the offer of soil to urbanize in the periurbano. The Model of Integral Management of the Habitat in the EUR (Edges Urbano Rurales) proposes to provide with productive capacity to the agricultural lands periurbanas, with a such way of being able to oppose to the real-estate market niches of productive rural market.
