Paradigmas urbanísticos y gestión ambiental metropolitana

Abstract

Las dinámicas de la Región Metropolitana de Buenos Aires de las últimas décadas muestran procesos crecientes de densificación del hábitat precario en áreas degradadas o inundables, un uso extensivo del territorio, la transformación y urbanización de humedales y la reconversión indiscriminada de tierra productiva en urbana, cuestiones que suponen grandes desafíos para la gestión urbano ambiental, caracterizada fundamentalmente por la fragmentación de las decisiones. ¿Cómo analizamos y planificamos estas realidades complejas y cambiantes? ¿Con qué instrumentos podemos actuar? ¿Hasta qué punto resultan vigentes y compatibles los distintos paradigmas urbanísticos teorizados? ¿Cómo avanzar hacia una matriz de análisis territorial interdisciplinaria que incorpore la nociones de red y biorregión y articule las dinámicas territoriales y ambientales en la formulación de escenarios alternativos de desarrollo? En este marco, el objetivo de esta ponencia es analizar y debatir la forma en que la cuestión ambiental atraviesa los enfoques urbanísticos y presentar avances de una investigación en curso sobre las transformaciones territoriales y el ordenamiento territorial y ambiental en la Cuenca Matanza Riachuelo. Se presentarán criterios y unidades de intervención y gestión interjurisdiccional, propuestas a partir del reconocimiento del carácter multiescalar, multiactoral y multidimensional de los procesos y dinámicas que se desarrollan en este territorio.

The dynamics of the Buenos Aires Metropolitan Region in the past decades show increased densification processes of the precarious habitat in degraded or flood-prone areas, extensive use of the territory, the transformation and development of wetlands and indiscriminate conversion of productive land in urban land, issues that pose major challenges to urban environmental management, mainly characterized by the fragmentation of the decisions. How do we analyze and plan these complex and changing realities? With what tools can we act? To what extent are the different theorized urban paradigms current and compatible? How to move towards an interdisciplinary array of territorial analysis that incorporates the concepts of network and bioregion and joint territorial and environmental dynamics in the formulation of alternative development scenarios? Within this framework, the objective of this paper is to analyze and discuss the way in which environmental issues go through urban planning approaches and present a preview of a research underway on territorial transformations and territorial and environmental management in the Matanza-Riachuelo basin. It will be presented criteria and units of intervention and inter-jurisdictional management, proposed from the recognition of the multi-scale, multiactoral and multidimensional nature of the processes and dynamics that take place in this territory.
