La dictadura, ¿desarrollista?

Abstract

El artículo analiza las posturas editoriales del diario Clarín frente al denominado «Proyecto Nacional» propuesto por el ministro de Planeamiento Ramón Genaro Díaz Bessone durante la dictadura militar. La creación del Ministerio de Planeamiento en agosto de 1976 y el «Proyecto Nacional» conocido en 1977 fueron un intento de los sectores más intransigentes del Ejército de plasmar un plan político a largo plazo que renovara la legitimidad de origen de la dictadura. El Proyecto, de rasgos estatistas, «neodesarrollistas» y corporativistas, se oponía al plan económico liberal del ministro José Martínez de Hoz, a un eventual diálogo con los partidos políticos tradicionales y concebía un tutelaje de las Fuerzas Armadas sobre la sociedad argentina que finalizaría en la fundación de una «Nueva República».

The article analyzes the publishing positions of the diary Clarin opposite to the called “National Projec” proposed by the secretary of Planning Ramon Genaro Díaz Bessone during the military dictatorship. The creation of the Department of Planning in august, 1976 and the “National Project” acquaintance in 1977 they were an attempt of the most intransigent sectors of the Army of forming a political long-term plan that was renewing the legitimacy of origin of the dictatorship. The Project, of features statist, “new devolpment” and corporatism, was opposed to the economic liberal plan of the secretary Jose Martínez de Hoz, to an eventual dialog with the traditional political parties and was conceiving a tutelage of the Armed Forces on the Argentine society that it would finish in the foundation of a “New Republic”.
