Abstract

Los procesos de articulación de escalas –tanto local como regional y transnacional– impuestos, de una manera u otra, por la mundialización hacen surgir nuevos contenidos materiales, económicos, sociales y políticos que se manifiestan en nuevas formas de territorialización. Cadenas productivas que incluyen asociaciones diversas a las tradicionales, redes de transportes, aplicación constante de nuevas tecnologías de información y comunicación producen, en los nuevos territorios, prácticas sociales que van caracterizando el inicio de este siglo. El tiempo y el espacio que acortan sus distancias y se redefinen hacen que el momento sea propicio para indagar sobre los impactos de los nuevos intereses, las nuevas estrategias de integración y de competencias y el potencial de transformación en el espacio regional. En este sentido, la complejidad actual de las orientaciones que puedan darse las organizaciones sociales, económicas, políticas y locales en los territorios sensibles a los imperativos de la mundialización –más allá de los objetivos de la integración comercial– exige la reflexión y elaboración de marcos conceptuales capaces de explicar estas respuestas, de identificar las variables analíticas más significativas de su dinámica y de formular escenarios alternativos. Consecuentemente, resulta imperativo reflexionar en torno al uso de palabras que históricamente han asumido variadas acepciones y han ido definiendo, hasta la actualidad, tanto los procesos en la actividad productiva como los lineamientos de las acciones de planificación asociadas. De este modo, será posible integrar verdaderos “glosarios” con aquellos términos esencialmente polisémicos, simbólicamente representantes de épocas y contextos. La noción de reconversión adquiere legitimidad en el marco de un modelo económico que se vuelve hegemónico y que logra consensos. Sin embargo, detrás de su significado ambiguo, se esconden ideas perversas, es decir, contrarias a los intereses de las mayorías. Es difícil oponerse a una propuesta de cambio, de transformación que redundaría en mejoras sociales; pero, al amparo de una noción imprecisa, pueden ocultarse objetivos que sólo benefician a las minorías o incluso es posible que coexistan significados contrarios y hasta contrapuestos.

The processes of joint of scales, both local and regional and transnational, imposed, by some means or another, for the mundialización, make arise new material, economic, social and political contents that demonstrate in new forms of territorialización. Productive chains that diverse associations include to the traditional ones, networks (nets) of transport, the constant application of new technologies of information and communication produce in the new territories social practices that they are characterizing the beginning of this new century. The time and the space that their distances shorten and they to themselves are redefined do that the moment is propitious to investigate on the impacts of the new interests, the new strategies of integration and of competitions and the potential of transformation in the regional space. In this respect, the current complexity of the orientations that there could give them the social, economic, political and local organizations in the territories sensitive to the imperatives of the mundialización –beyond there of the aims (lenses) of the commercial integration– demands the reflection and production(elaboration) of new conceptual frames, capable of explaining these answers, of identifying the most significant analytical variables of his (her, your) dynamics and of formulating alternative scenes (stages). Consistently, it (he) turns out to be imperative to think concerning (around) the use of words that historically have assumed varied meanings, defining processes up to today so much, in this case, in the productive activity as (like) in the associate actions (shares) of planning. This way to manage to integrate (repay) real “glossaries” with those essentially polysemic terms (ends), symbolically representatives of epochs and contexts. The notion of restructuring acquires legitimacy in the frame of an economic model who becomes hegemonic and achieves consensuses, nevertheless, behind his (her, your) ambiguous meaning they hide perverse ideas, that is to say, opposite to the interests of the majorities. It is difficult to be opposed to an offer of change, of transformation that would redound to social improvements, nevertheless, behind a vague notion they can hide aims (lenses) only beneficial for the minorities or even to enclose opposite meanings and up to(even) opposite.
