La memoria del río y el río en la memoria: apropiaciones y significaciones sociales en territorialidades isleñas

Abstract

El “río es memoria” escribió Haroldo Conti en su novela “Sudeste”. Metáfora conmovedora dado que, por un lado, implica una propuesta y pregunta epistemológica: ¿es posible hacer una memoria del río?, ¿cómo cartografiar esa memoria? Indudablemente esta metáfora nos remite a la relación humanidad-naturaleza en un tiempo-espacio, en este caso las modalidades de relación históricas de las sociedades con “el río”. Cabe preguntarnos: cómo ha sido esa relación históricamente; cuáles han sido las maneras de apropiación y significación implicadas, a saber: los modos de uso del río, su gestión o manejo; las maneras de nombrarlo, percibirlo y sentirlo. Por otro lado, es una metáfora conmovedora a “la luz” de que uno de los ríos a los que refiere en la novela, el Arroyo Anguilas – pese a ser arroyo es tratado como río- , ha sido absolutamente transformado, su cauce, profundidad, vegetación, incluso los pobladores que allí habitaban han sido desalojados a partir del avance de proyectos de urbanización de las islas. Aquí introducimos la historia del presente de los ríos del Bajo delta del Paraná asociada a modalidades de relación que buscan transformarlos en función de los nuevos modelos de urbanización vinculados al capital inmobiliario-financiero que han avanzado aceleradamente en las últimas décadas. A su vez éstas son resistidas por las poblaciones locales que resignifican sus maneras de relacionarse en función de mantener sus modos de vida íntimamente ligados al río, generando conflictos en los espacios públicos, así como organizaciones sociales y propuestas de políticas públicas. A partir de esta metáfora y sus implicancias, este trabajo pretende rastrear esa historia del presente de los ríos. Partimos de un abordaje cualitativo retomando las voces de las personas que habitan el Bajo delta del Paraná, interrogando en sus modalidades de apropiación y significación en torno al río.

The “river is memory” wrote Haroldo Conti in his novel Sudeste. It is a moving metaphor since on the one hand it implies a proposal and epistemological questions. Is it possible to make a memory of the river? How can you map this memory? This metaphor undoubtedly reminds us of the human-nature relationship in time-space and in this case the modalities of the historical societal relationship with “the river.” We have to ask ourselves how this relationship has been historically; what have been the forms of appropriation and significance involved? Namely, what are the ways of using the river? How is it managed? What are the ways of naming it, perceiving it and feeling it? On the other hand, it is a moving metaphor since one of the rivers referred to in the novel, the Arroyo Anguilas (despite being a stream it is treated as a river) has been completely transformed. Its course, depth, vegetation and even inhabitants have changed. People who lived there have been evicted due to the advance of urbanization projects on the islands. Here we introduce the modern history of the lower Parana delta rivers associated with the relationship modalities that seek to transform the area according to the new models of urbanization linked to the real estate-financial capital that have rapidly advanced in recent decades. In turn, these transformations are resisted by local populations. This redefines how they relate to one another in order to maintain their way of life which is intimately linked to the river, generating conflicts in public spaces as well as social organizations and public policy proposals. Starting with this metaphor and its implications, this work aims to trace the present history of the rivers. We start with a qualitative approach, listening to the voices of the people who inhabit the lower Parana delta. We question their modalities of appropriation and significance when it comes to the river.
