Estrategias de adaptación al cambio climático

Abstract

La zona del Noroeste Argentino (NOA) ha estado afectada a eventos climáticos extremos que influyen en los sistemas humanos.Las comunidades más pobres de la región son altamente vulnerables a estos eventos (inundación, tierras inestables, etc) que debe ser controlado por el estado. La adaptación es prioritaria y se está desarrollando obras de encauce y canalización para controlar la inundación en las zonas bajas de la comunidad de Aguaray. Se aplica previa ejecución del proyecto la herramienta preventiva de Estudio de Impacto Ambiental (EIA) de manera de evitar y/o mitigar riesgos concretos por desarrollo de la infraestructura proyectada. Las tecnologías de adaptación son necesarias pero deben aplicarse adecuadamente según las características regionales que contemple el nuevo escenario planteado por el cambio climático en un marco de Desarrollo Sustentable.

The Northwest zone of Argentine (NOA) has been affected to extreme climatic events that influence in the humans systems. Las poorer communities of the region are highly vulnerable to these events (unstable flood, earth, etc) that must be controlled by the state. The adaptation is high-priority and it is being developed works of channels and canalization to control the flood in the low zones of the community of Aguaray-Salta. The preventive tool of Study of Environmental Impact (SEI) is applied to previous execution of the project of way to avoid and/or to mitigate concrete risks by development of the projected infrastructure. The adaptation technologies are necessary but they must be applied suitably according to the regional characteristics and must contemplates the new scene raised by the climatic change in a frame of Sustainable Development.
