Meritocracia y emprendedorismo, ‘Valores’ de las políticas sociales del gobierno de Cambiemos

Abstract

Analizar las políticas sociales, implica no sólo considerarlas en conjunto con las definiciones de políticas económicas implementadas sino, al mismo tiempo, analizarlas como formas institucionales de intervención social en las que se materializan supuestos, percepciones, miradas sobre la pobreza, los derechos, el papel asistencial del Estado y que van construyendo distintos sentidos por parte de los/as destinatarios/as, de los/as agentes estatales que intervienen en la implementación de esa política social, y de la sociedad en general. Las transformaciones producidas con el advenimiento de la Alianza Cambiemos en 2015 tendrán dos dimensiones indísocíables. Por un parte, la dimensión material en la que describiré de manera muy breve el proceso vertiginoso de reestructuración, en particular, de las Políticas Sociales de Transferencias de Ingresos. Por otra, me referiré a los elementos centrales de la dimensión simbólica tras la cual se va construyendo un orden normativo sobre el Estado y las políticas sociales.

Analyzing social policies, implies not only considering them in conjunction with the definitions of economic policies implemented but, at the same time, analyzing them as institutional forms of social intervention in which assumptions, perceptions, views on poverty, rights, paper materialize, assistance of the State and that they are constructing different senses by the recipients, of the state agents involved in the implementation of this social policy, and of society in general. The transformations produced with the advent of the Alliance Let’s change in 2015 will have two inseparable dimensions. On the one hand, the material dimension in which I will describe very briefly the vertiginous process of restructuring, in particular, of the Social Policies of Income Transfers. On the other, I will refer to the central elements of the symbolic dimension after which a normative order on the State and social policies is being built.
