Mitigación del riesgo y movilidad sustentable: estrategias de planificación para la movilidad resiliente en áreas inundables

Abstract

El presente trabajo aborda el estudio del Gran La Plata como territorio vulnerable a partir del riesgo por inundaciones, y su vínculo con las infraestructuras para la movilidad. El objetivo principal es la identificación de medidas no estructurales vinculadas con el ordenamiento territorial, con el fin de contribuir a mitigar los efectos de las inundaciones urbanas en áreas atravesadas por infraestructuras para la movilidad de escala local y regional. En este contexto, la hipótesis de trabajo plantea que el Gran La Plata conforma un territorio vulnerable expuesto a condiciones de riesgo hídrico, entre otros motivos debido al cambio climático, las condiciones del medio natural y el proceso de ocupación; por lo tanto, requiere medidas no estructurales y estrategias para la intervención y gestión. El trabajo adopta un enfoque cualitativo desarrollando el estudio del caso, posteriormente se indagarán estrategias de mitigación del riesgo, para culminar en criterios de intervención que en este sentido se adapten al caso de estudio.

The present work deals with the study of the Gran La Plata as a vulnerable territory due to flood risk and its link with the structuring mobility infrastructures of the territory. The main objective is the identification of non-structural measures linked to territorial ordering, in order to help mitigate the effects of urban floods. The central hypothesis arises from understanding that the Gran La Plata, based on climate change, the conditions of the natural environment and the occupation process, forms a vulnerable territory exposed to water risk conditions, which requires non-structural measures and specific management strategies to the different sub-basins. The work focuses on a qualitative approach in which the study of the case is to be developed, later it will be investigated in strategies that integrate the risk mitigation to the planning of mobility infrastructures, to culminate in criteria adapted to the case of study.
