La ley de educación reformada. Cuestiones problemáticas en torno a la recurrencia de reformas educativas. (Segunda parte)

Abstract

En este artículo, que constituye la segunda parte del trabajo previo sobre este mismo tema, se describen analíticamente diversos aspectos regulados por las leyes 24.195 y 26.206, principalmente los referidos a la política curricular y la estructura académica. Se abordan cuestiones relativas a las críticas modificaciones operadas en la estructura académica así como la política curricular definida en el nivel federal del gobierno del sistema. Se comentan también cambios relativos a las políticas de formación docente y la formación técnica profesional a partir del lugar que ocupan el Instituto Nacional de Educación Tecnológica y del Instituto Nacional de Formación Docente. ¿Qué se modifica y qué se mantiene? Éstas son las principales preguntas que guían este trabajo a efectos de establecer las continuidades de las políticas que podrán diseñarse en virtud de este nuevo marco normativo.

This article constitutes the second part of the paper previously developed in this journal. In this case we focus on curricula policy and academic structure and their modifications according to 24.195 Act and 26.206 Act. We argue that these changes were critical for the system and can not be resolve by several norms without considering the real possibilities for reform in educational institutions. We analyze to teacher training policies and vocational training according to the role of the National Institute for Vocational Education and Teacher Training National Institute. What has been modified by the norms? What issues are kept without changes besides the reform? These are the main questions in order to establish continuities inside the educational policy.
