Ideas para modificar impuestos encubiertos en tasas por caminos rurales

Abstract

Entre las múltiples ficciones que tenemos en la República, Estados Municipales como el que soy ciudadano cobran tasa de red vial por la formal contraprestación del servicio de mantenimiento de caminos rurales. Sin pretender abarcar 135 Partidos Bonaerenses cuya realidad en una provincia gigante y asimétrica desconozco, si me baso en dos casos como muestreo cualitativo de que el statu quo en materia de caminos rurales no hará otra cosa que seguir complejizando la logística de granos y otro tipo de producciones, acrecentando costos y quitando competitividad a economías regionales que contribuyen al bien común de pueblos y ciudades del interior, y contribuyen a financiar también a los otros dos niveles de gobierno restantes (provincial y municipal). Brindo desde el conocimiento de una pequeña parcela de la realidad de la práctica profesional alguna idea que pueda llegar a servir al debate doctrinario y eventualmente al mejoramiento de las mismas para que el Poder Político que tenga voluntad pueda implementar como política pública.

I offer, from the knowledge of a small part of the reality of professional practice, some ideas that may serve the doctrinal debate and eventually the improvement thereof so that the Political Power that has the will can implement it as public policy.
